Aims Development of the best policy practice guide: aimed at policy-makers at the regional level, & will be used in conjunction with part (a) in order to advance the process of knowledge exchange & the innovativeness of enterprises. Development of a computer simulation that can be used in the process of best policy transfer. This will allow for the specificities of the socio-economic context, the regulatory framework, and policy objectives.

Approach The simulation tool is intended to aid decision makers in policy formulation. The tool needs to be able to: Characterise the current situation Identify strengths & weaknesses Identify areas for improvement through appropriate policy development Policy development to be supported by the INNOPOLIS KE & BPP Guides The tool needs to bring together appropriate quantitative & qualitative data in a logical and easy to understand fashion
