FORUM ON NEXT GENERATION STANDARDIZATION (Colombo, Sri Lanka, 7-10 April 2009) The National IPv6 Roadmap and its Regulatory Role Prof Dr Sureswaran Ramadass, National Advanced IPv6 Centre Of Excellence (NAv6) Universiti Sains Malaysia
National Strategic IPv6 Roadmap • Commissioned for MEWC by NAv6 (Done – Jun 2008) • To examine the current Malaysian landscape w.r.to IPv6 implementation and chart a migration path to IPv6
National Strategic IPv6 Roadmap • Will be the basis of reference for all government agencies and stakeholders determining the direction of IPv6 implementation and its associated programmes for Malaysia • Similarly, ‘National IPv6 R&D Roadmap’ commissioned for MOSTI by NAv6 (Done - Dec 2008)
National IPv6 Council • Was established by MEWC in 2004 • To provide leadership, and strategic planning for IPv6 implementation • Members are MEWC, MOF, EPU, MAMPU, MOSTI, MCMC, and ISPs
National Advanced IPv6 Centre of Excellence (NAv6) • Established in March 2005 by MEWC • To spearhead IPv6 activities in Malaysia Core R&D Training & HRD Monitoring & Audit Awareness & Promotion
MyICMS 886 Strategy Source: http://www.ktak.gov.my
MyICMS 886 goals w.r.to IPv6 • National agenda w.r.to IPv6 ISP’s start migration by end of 2006 All Government Agencies to commence migration by 2008 IPv6 is expected to be proliferated nationwide by 2010 and with national network support
Initiatives in RMK-9 • Migration from IPv4 to IPv6 • Technology focus areas to be emphasised - semiconductors and microelectronics, IPv6, grid computing, language engineering and information security
Stakeholders and their Roles Ecosystem
Ministry of Energy Water and Communication (MEWC) • To formulate policies and strategies • To spearhead IPv6 for the nation • To promote IPv6 to the nation e.g. with road-shows, exhibitions, and advertisements • To ensure the proper rollout of IPv6 nationally through the Council • Implementing IPv6 pilot project, and provide comprehensive IPv6 guideline
Ministry of Energy Water and Communication (MEWC) • To lead the way by being the first ministry to run IPv6 on its core networks • To audit and monitor IPv6 implementation nation wide along with NAv6 • To update the status on the implementation of IPv6 (nation wide) to the Council
Malaysian Communication and Multimedia Commission (MCMC) • Explore utilising incentive schemes for industry players to encourage the adoption of IPv6 • To provide guidelines and regulatory policies for ISPs to follow in the rollout and certification of IPv6 • To spearhead discussions with industry players with respect to the adoption of IPv6
Malaysian Communication and Multimedia Commission (MCMC) • To examine the licensing terms of ISPs in relation to IPv6. Preferred terms of licensing may be given to ISPs providing IPv6-based connectivity to encourage the rollout of IPv6 within Malaysia • To be among the early adopter agencies to run IPv6 on its core networks
National IPv6 Council • To provide thought leadership and policy direction for IPv6 implementation • To remain focused on the goals of MyICMS 886 with respect to IPv6 and lead the other stakeholders towards them
National IPv6 Council • To coordinate that all the stakeholders fulfill their responsibilities according to agreed timelines • To update status on the implementation of IPv6 (nation wide) to all the stakeholders
National Advanced IPv6 Centre of Excellence (NAv6) • To act as technical advisor to all stakeholders • To coordinate all IPv6 R&D nation-wide so that pertinent issues are addressed and that there is no R&D overlap resulting in inefficient use of funding
National Advanced IPv6 Centre of Excellence (NAv6) • To provide IPv6 training and ‘train the trainers’ so that knowledge and expertise can proliferate • To organise conferences, research meetings and workshops for Malaysian researchers, facilitating the sharing and dissemination of knowledge
National Advanced IPv6 Centre of Excellence (NAv6) • To prepare detailed plans, strategies and guidelines as a result of this Roadmap to enable implementation at all levels • To work with MOSTI with respect to R&D funding and work with MOHE with respect to human resource requirements
National Advanced IPv6 Centre of Excellence (NAv6) • To assist MAMPU by providing technical guidelines appropriate for government agencies for the transition to IPv6 • To assist MEWC in IPv6 rollout for the nation • To assist government agencies and private organizations in migrating to IPv6
Conclusion • IPv6 is a critical infrastructural requirement to a nation for a wide range of next generation services • This requires wholehearted commitment by all the stakeholders- Government, Industry and Academia • Let us move forward and embrace IPv6
