Hypothetical Situation(Similar to the Oklahoma City Federal Building Bombing or the World Trade Center Attacks) • Money in this program is not available until an act of violence or terrorism has occurred. The amount available is undetermined until the event. • In this case the grant proposal will be prepared to the maximum extent possible, only the details of the specific event will need to be filled in. • Although it is impossible for the Red Cross to predict an act of terrorism and violence. The Red Cross no doubt has plans to deal with specific disasters, having fund sources identified just makes good sense.

Activities Eligible for Department of Justice Funding Red Cross directly provides many of these services during times of crisis • Crisis Response Assistance (available short term up to 9 months) • Crisis counseling • Intervention with employers & creditors • Child & dependent care • Assistance securing compensation • Emergency food, housing & clothing • Toll-free telephone lines • Emergency travel & transportation • Needs assessment (limited) • Outreach, awareness & education • Automated telephone services • Coordination • Consequence Management Assistance (available on-going/longer term up to 18 months) • Counseling & group therapy • Intervention with employers & creditors • Information Web sites for victims • Rehabilitation expenses • Emergency travel & transportation • Vocational rehabilitation • Automated telephone services • Temporary housing, per diem & relocation • Needs assessment (expanded) • Coordination P Outreach, awareness & education

Activities Eligible for Department of Justice Funding Red Cross directly provides many of these services during times of crisis • Criminal Justice Support Assistance (ongoing, longer-term, up to 36 months) • Victim identification • Information & referral coordination • Case briefings • Outreach, awareness & education • Counseling • Advocacy • Needs assessment • Victim information (printed & electronic) • Automated telephone services • Travel to trial/criminal justice proceedings • Criminal justice notification • Assistance with Victim Impact Statement • Closed-circuit monitoring of trial • Crime Victim Compensation Assistance (available at any time) • Telephone expenses • Autopsy, refrigeration & transport of body • Insurance co-payments • Outpatient mental health treatment/therapy services, rehabilitation & physical therapy, diagnostic examinations, prosthetic devices, eyeglasses • Outreach, awareness & education • Emergency travel/transportation costs • Medical expenses (non-medical attendant)

Those Helped and Services Provided in the Oklahoma City Federal Building Bombing • This information will help in future Red Cross disaster planning • 9,000 Red Cross workers participated • Care given: • 19,921 mental health service contacts providing counseling for victims, families, and relief and rescue workers. (Care continues to this day, 2005) • 1,329 individuals provided temporary housing, clothing, transportation • 1,058 physical health service contacts • Some of the programs available • Health Services • Mental Health Services (first time this service was offered) • Recovery Grants • Special Circumstances Gift

Those Helped and Services Provided in WTC Attacks • This information will help in future Red Cross disaster planning • Major difference between Oklahoma City and New York City is the size and scope of the devastation. • 57,000 assisted in 49 states and 65 countries. • 57,434 red cross workers participated of which 54,000 were volunteers. • Some of the programs available: • Health Services • Mental Health Services • Recovery Grants • Special Circumstances Gift

Budget Information Requirements • Personnel • Names, benefits, salaries of those that will be working on the project • Fringe Benefits • This is limited to the specific project itself but includes 401k, medical, etc. • Travel • Payment for travel of employees must be conducted in accordance with federal travel regulations • Equipment • Non-expendable equipment that has a useable life span of more than two years. Additionally procurement methods need to be described • Supplies • Expendable supplies that will be expended over the course of the project • Construction • Not generally allowed but improvements and repairs may be allowed • Consultants/Contracts • Name of contractor/consultant and price must be described. Contracts more than $100,000 or daily consultant fees more than $450 must be separately justified • Other Cost • Anything not covered above

12. Information Requirements in your Letter of Request • Type of crime and description of the criminal event. • Identification of the lead law enforcement agency conducting the investigation. • Estimated number of victims affected by the crime. • Description of the applicant’s role in responding to the victim population since the date of the incident. • Description of services that this funding will support and how these efforts will complement services already in place or will respond to an unmet need. • The amount of funding requested and the timeframe for support. • Description of outreach and coordination with other public and private entities during the process of preparing the request for assistance. 13. Summary • While this plan currently has no detail it is well known that the American Red Cross is uniquely capable of responding to a crisis. The Red Cross already has in place many programs that will move services to an area quickly and systems are already in place to integrate with other agencies providing relief. No other agency can make the same claim of service.
