E-Gov Travel Service Background • The E-Gov Travel Services Program is sponsored by GSA, which serves as the Managing Partner and was chartered through a cross-agency collaborative task force that included GSA, 70+ Federal agencies, and the Office of Management and Budget (OMB). • E-Gov Travel Service 2.0 (ETS2.0) is an End-to-End travel management service that automates and consolidates the Federal travel process in a secure Web-centric environment.
ETS2.0 • Covers all aspects of official Federal business travel including : • travel planning • authorization • reservations • ticketing • fulfillment • expense reimbursement • travel management reporting
Requirements • ETS2.0 is a mandatory civilian Federal Government travel management service, which serves as the foundation for achieving Federal goals for government-wide travel management.
Solicitation Timeline • November 12, 2009 GSA started facilitating all agency meetings to gather requirements for ETS2.0 • April 30, 2010 - final draft solicitation posted to FedBizOpps • June 2010 - goal for release of final solicitation • January 2011 - projected date for award of ETS2.0 contract • November 12, 2013 - expiration of ETS1.0
ETS2.0 Solicitation • Contains over 750 requirements • All 3 current vendors expressed interest in bidding • GSA conducting market research to ensure requirements meet market capability • GSA anticipates awarding to 2 or fewer vendors • GSA form a source selection panel (90 day commitment)
ETS2.0 Concerns • Ability of awardee(s) to migrate all agencies to new solution in timeframe between contracts • Funding for Enhancements • Increase in Transaction Fees • Customer and Management Awareness of Implications of ETS2.0
ETS2.0 Transition • Transition - act of moving out of ETS1.0 to ETS2.0 • Implementation – act of moving into ETS2.0 • Supports SmartPay and technical refreshment transition • GSA will release a migration plan for agency use • Migration to ETS2.0 prior to November 12, 2013
Best Practices • Use one task order for an entire agency/customers • Use a working capital fund for implementation, training, enhancements, etc. • Centrally managing travel operations and policy • Using a pilot approach to implementation (phases)
