BACKGROUND INFO A PROPOSAL FROM M3, NOT THE BLM THIRD PROPOSAL FROM M3, PREVIOUS TWO WERE TURNED DOWN BY BOISE DISTRICT M3 VERY INTERESTED IN ACQUIRING 815 ACRES OF PUBLIC LAND NORTH OF EAGLE ADJACENT TO HIGHWAY 16 (The linchpin) THESE 815 ACRES ARE IDENTIFIED BY BOISE DISTRICT FOR RETENTION
BACKGROUND INFO IDAHO BLM HAS CONCERNS WITH THIS EXCHANGE IN IT’S CURRENT FORM SINCE IT APPEARS TO NOT BE IN THE BEST INTERESTS OF THE PUBLIC M3/IFG PUSHING THIS PROPOSED EXCHANGE THE LEGISLATIVE ROUTE AFTER THE APPROPRIATE NEPA IS COMPLETED IFG INDICATES THAT THEY AND M3 WANT THIS PROPOSAL TO BE FULLY DAY-LIGHTED
PROPOSED LANDS INVOLVED • Non-Federal land to BLM ownership: totals approximately 11,838 acres in 4 tracts (all located in Boise District). • Tract 1: 9,638 acres at Harris Creek • Tract 2: 560 acres at Cartwright Canyon • Tract 3: 840 acres adjacent to Stack Rock • Tract 4: 800 acres at Willow Creek
PROPOSED LANDS INVOLVED • BLM land to non-Federal ownership: totals approximately 9,706 acres in 74 tracts. • BLM land identified by proponent in Coeur d’Alene Field Office: 8,091 acres • BLM land identified by proponent in Cottonwood Field Office: 800 acres • BLM land identified by proponent in Boise District: 815 acres
ISSUES • BLM has limited resources to adequately address this exchange though we will participate to the extent possible • Limited public and Tribal involvement to date • Some formal opposition to date (Kootenai Tribe of Idaho and Boise County) • Inconsistencies with the CDA, Cottonwood and Four Rivers Land Use Plans
ISSUES • In accordance with the CDA RMP, disposal lands in N. Idaho to be utilized for wildlife, wetlands, riparian and water-based recreation acquisitions for the N. Idaho public • Sagebrush-steppe lands in S. Idaho not a limited resource • M3, upon acquisition of N. Idaho public lands would immediately sell acquired lands to Idaho Forest Group
