New Deal • Focuses on: • Relief (for the needy) • Recovery (the economy and market) • Reform (economic and market) • Methods: • 1. Closed all the banks to inspect their financial health • 2. Gave economic areas assistance • 3. provided job opportunities through work projects • 4. Provided economic and market regulation • 5. provide direct relief (food, clothing, etc.) • “Fireside chats”: used the radio to “talk” to the American people.
Reelected in 1936 • First hundred days: March 9th – June 16th 1933 • Passed more than 15 major New Deal Legislation. • Expanded Federal Governments role in the economy. • Glass-Steagall Act (1933)- Federal Deposit Insurance (up to $5,000) • Federal Securities Act (1933) corporations provide information on stock offerings. • Second Hundred Days: • Focused on farms • Created Social Security Act: • Provided expansions for retirees and aid for people with disabilities. • Provided more jobs • Expanded Utilities. Critics of the New Deal NEW Deal Goes too far! New Deal Needs to do more! • Many Republicans believe that gov. control increased too much. • American Liberty League: believes the New Deal is socialism in disguise; hurts the wealthy; hurts businesses. • Deficit Spending: The government is spending money it does not have! • Federal deficit in1933 was $3 billion. • Progressives and Socialists called for MORE regulation. • Huey “Kingfish” Long (LA Senator) • Called for a complete distribution of wealth: turn the ladder horizontal. • “Share our wealth” program.
Supreme Court Reaction • In the mid-1930s, the Supreme Court was very conservative. • It began to rule some of the New Deal programs unconstitutional. • National Industry Recovery Act and Agricultural Adjustment Act • FDR proposed a Judiciary Reorganization Bill of 1937 • Would allow the President to appoint a new Supreme court justice for every member over 70. • FDR will be able to appoint 6 new judges • “Court Packing Plan” • Seen as a violation of presidential Authority and was defeated. • Bill defeated • FDR still gets his way. • 2 justices resigned, allowing FDR to appoint more liberal justices. • Over the next 4 years – 7 justices appointed.
New Deal Legacy • American people loved FDR for his willingness to help the people. • They connected through the fireside chats • Only 4 term president in history. • The New Deal did not end the Depression, but the GNP increased and unemployment dropped. • The stock market and banking sector was saved and regulated. • Home mortgages increased • Workers were given more protection and benefits • Helped raise the crop prices
