REReP 1.8 Wrap-up/Training Workshop June 19-20, 2003 Sofia, Bulgaria Bosnia and Herzegovina EnvironmentalInformation System Development – Status Update
Current Status I EIS in B&H: • EI - few • NOS (ystem)!
Current Status II Institutional set-up -two entities: the Federation of Bosnia and Herzegovina and Republika Srpska. MoAWMFs are responsible for water management issues at the entities' level, environmental protection is the responsibility of the MoPPEin the FB&H and the MoPPCEE in Republika Srpska (RS). Moreover, the Federation of Bosnia and Herzegovina is divided into ten cantons which each have their own Ministries of Physical Planning and Environment. Legal framework – new set of Environmental Laws adopted in both entitites Data collection and management -no environmental information system for the central storage of data, in electronic or paper format, in either the FB&H or RS, and also no regulated system for environmental reporting in Bosnia and Herzegovina
Current Status III Information dissemination -no system regulating environmental reporting and dissemination in B&H. The Aarhus Convention has not yet been ratified or adopted. The process of responding to individual requests for environmental information is regulated in the Federation by the Minister himself. Requests must be submitted formally in writing and the Minister or his deputy will transfer these to the responsible department. Under former Law on Physical Planning, requests must be answered within 15-30 days. Publications, leaflets, studies and brochures are published by different institutions but as production is not clearly mandated, content, and format varies from organisation to organisation. A state of the environment report for Bosnia and Herzegovina was compiled and published by FBiH MoPPE in 1998, and access provided online via the Internet. It has not been updated yet. Use of environmental reporting in decisionmaking – almost no reporting
