The AFN Women’s Council • Consistent with Renewal Commission recommendations, the AFN situates gender equality as a cross-cutting issue in all of its work. • Following an amendment to its Charter, the AFN established the Women’s Council in 2004. • Efforts to create awareness about the Women’s Council and support activities, including the GBA, culminated at the AGA in Charlottetown in 2004.
AFN Key Resolutions include: • Resolution 10/98 called for the establishment of a national First Nations Gender Equality Secretariat at the AFN. • Resolution 19/99 reaffirmed the Gender Equality mandate and the establishment of a National Advisory Committee.
AFN Key Resolutions include: • Resolution 16/2001 amended the AFN Charter to establish a Council of Women as a “Principal Organ” under article 5. • Recommendation 19/2005 by the AFN Renewal Commission called for the review and approval of the GBA Framework to ensure that women’s perspectives are included in AFN decision-making. • The principles and objectives of the First Nations~Federal Crown Political Accord are consistent with constitutional requirements of gender equality. • To reinforce the principle of equality, the AFN has developed a culturally-affirming Gender-Balanced Analysis (GBA) framework.
Gender Based vs.Gender Balanced Analysis • A balanced approach is more aligned with First Nations culture and notions of egalitarian societies. • AFN is working within a First Nations context to restore and remember historical gender balanced roles between men, women, boys, and girls. • A First Nations GBA is seen as an effective approach to counter the impacts of colonization.
National/International Initiatives • Canada’s own Federal Plan for Gender Equality commits all federal departments to the promotion of gender equality • Gender equality is a recognized policy under: • The UN Convention on the Elimination of Discrimination against Women (CEDAW); • The UN Draft Declaration on the Rights of Indigenous Peoples; and • The UN’s Millennium Development Goal #3 is to promote gender equality and empower women.
Gender Balanced Analysis • Challenge: Mainstreaming gender equality in Canada and around the world does not appear to be working as it strives to create equality between men and women. • A First Nations gender-balanced approach may be viewed as achieving a higher standard than current mainstream approaches. • The norm of balancing roles instills value and respect for all members of society: men, women, boys, girls, elders and two-spirited and trans-gendered people.
Support Obtained To Date • February, 2007: the AFN Women’s Council participated in the historic Forum for First Nations Women Chiefs. • The Women’s Council presented on the central role of women in sustainable communities and MRP, including a progress report on the GBA Framework. • Outcome: a statement of consensus was produced and the Women’s Council GBA framework received unanimous support. • April 12, 2007: GBA was endorsed at AFN Executive Committee.
Support Resolution on GBA • Presentations of GBA: the 7th Annual Indigenous Women and Wellness Conference, Warriors Against Violence, and the 8th Annual Indigenous Women’s Symposium at Trent University. • March, 2007: the AFN Women’s Council convened a strategic planning session to advance a number of issues including input from the Women’s Council on the AFN/ GBA framework.
Support Resolution on GBA (cont.) • Seeking Chiefs in Assembly support resolution on AFN-GBA, including next steps. • GBA to be practically applied to national / regional / community-based programs and strategies. • Revisions to GBA Framework anticipated based on practical application experiences • AFN-GBA is a living document • Initial testing includes the Aboriginal Diabetes Initiative and the Aboriginal Health Human Resources Initiative.
