President Benigno Simeon Aquino declared as national policy the Food Staples Sufficiency Program and emphatically stressed: “Una, hindinatayoaangkat ng hindikailangan. Ikalawa, ayawnanatingumasasapag-aangkat. Angisasaingni Juan dela Cruz ditoipupunla, ditoaanihin, ditobibilhin.” Why BSA?

VII vs COA, G.R. No. 169815, August 13, 1998, compliance with Sec. 4.5 of Department Budget and Management (DBM) Circular No. 16 dated November 28, 1998. • “Section 4.5. BIGAS SARILING ATIN MONTHLY RICE ALLOWANCE PROGRAM FOR FAMILIES OF GOVERNMENT EMPLOYEES • Civilian employees in national government agencies (NGAs) • Military personnel of AFP, DND, uniformed personnel • of the PNP, BFP, and BJMP • Employees in GOCCs, SUCs and GFIs • Employees of the Senate, House of Representatives, • Judiciary, Office of the Ombudsman, and • Constitutional Offices vested with fiscal autonomy Beneficiaries • Employees in LGUs and barangay governments Beneficiaries

BIGAS SARILING ATIN MONTHLY RICE ALLOWANCE PROGRAM FOR FAMILIES OF GOVERNMENT EMPLOYEES • If AO: Required funds shall be included in the President’s Budget for approval of Congress (General Appropriations Act) and possible realignment of Senators’ and Congressmen’s 2014 Priority Development Assistance Fund (PDAF). • If enacted into Law: (it will strengthen the Administrative Order or AO of the President to sustain the MRAP-BSA even beyond 2016) Project Funding • Budget for the procurement of MRAP BSA RICE requirements • shall be given to NFA separate from its regular procurement of • palay intended for buffer stocking and food security Budget

  15. BIGAS SARILING ATIN MONTHLY RICE ALLOWANCE PROGRAM FOR FAMILIES OF GOVERNMENT EMPLOYEES • If AO: DBM, DA, FO/COOP representative and NFA shall jointly issue guidelines to implement the AO. Implementing Rules and Regulations (IRR) • If enacted into law: DBM, DA, FO/COOP representative and NFA shall jointly issue the IRR not later than thirty (30) days from the approval of the Act Implementation
