Introduction to WIPO • UN specialized agency with headquarters in Geneva • Dedicated to developing a balanced and accessible international intellectual property (IP) system, which rewards creativity, stimulates innovation and contributes to economic development while safeguarding the public interest • Was established by the WIPO Convention in 1967 • Director General is Francis Gurry

Background • In September 2000, the WIPO Assemblies approved the creation of “a substantial new program of activities, focusing on the IP-related needs of SMEs worldwide” • SMEs Division established in October 2000 • Main objective - Enable the greater and more effective use of IP asset management strategies by SMEs for strengthening their competitiveness, especially in developing countries, LDCs and countries with economies in transition

  5. Actual situation… A team dedicated to provide technical assistance and capacity building activities to IP Offices and SMEs support institutions in the world…

Strategies / Activities – Assessment • Understand IP needs of SMEs • Identify barriers to their effective use of the IP system • Identify gaps in IP services to SMEs • Assess the quality/effectiveness of existing tools on IP for SMEs • Identify best practices on IP asset management for SMEs • Analyze case studies on use/non-use of IP by SMEs. • WIPO’s Needs Assessment Survey of 2008/09 • Standardized methodology for survey/studies on IP for SMEs (expert group meeting in September 2009) • Pilot projects in 6 countries: SA, Tanzania, Brazil, India, Jordan, Poland

Strategies / Activities – Information • Best Practices Objective: • Identify successful mechanisms for making IP rights more accessible and relevant to SMEs. • Share this information and  facilitate interaction among institutions involved in such activities • Encourage the wider adoption and further refinement of "best practices".  Information on policies, programs, projects and activities implemented by IP offices, ministries, chambers of commerce, SME associations, incubators, science parks, universities and other relevant partners and SME support  institutions.

Strategies / Activities – Information National Office for Technology Acquisition and Promotion - Nigeria • Awareness creation through seminars and workshops • Publications • Patent Information Documentation Centre (PIDC) • Assist local inventors patent their inventions • The inventor is assisted and guided in the completion of a patent application form. NOTAP conducts a global search through the PIDC. If the conditions of patentability are met NOTAP submits the Application to the IP office and pays the relevant registration fees and processes it at the Patent Registry until the certificate is issued;

Strategies / Activities – Information • Translation and/or Customization projects • One or more guides, completed or ongoing in the following 60 countries: Afghanistan, Algeria, Argentina, Bulgaria,Croatia, Czech Republic, Democratic People’s Republic of Korea, Dominican Republic, Egypt, El Salvador, Ethiopia, Hungary, India, Iran, Indonesia, Israel, Italy, Jamaica, Kenya, Laos, Latvia, Lithuania, Macedonia, Malaysia, Malta, Moldova, Mongolia, Morocco, Mozambique, Nepal, Pakistan, Poland, Romania, Serbia, Slovakia,Spain, Sri Lanka, Tanzania, Thailand, Tunisia, Turkey, Uganda, Uruguay, Vietnam, 16 members countries of the OAPI (combined, single version) Countries are encouraged to translate and or adapt the guides to their local language (s) and their laws and procedures.

Strategies / Activities – Action • Patent mapping approach by Toryod in Thailand to enhance clusters competitiveness http://www.toryod.com Patent Map are widely used to facilitate the work of the Experts which analyze, select and comment the most relevant data. Toryod in Thailand use widely this technique to map patents coming from various fields relevant with the cluster policy developed by the country for the improvement of existing products or services (green tea, palm oil, coconut…) Partnerships are key for the cluster’s competitiveness
