  1. ADAPTATIONS: INVESTING IN CHANGE CONSULTATION EVENTS JUNE 2012 Adaptations Working Group

  2. CHANGING LANDSCAPE • Demographic change (ageing and disability) • Independent living • Prevention • Personalisation • Public spending pressures and responses = Need to make better use of housing stock: more effective delivery of adaptations Adaptations Working Group

  3. THE GROUP • Membership from housing, social care and representative groups for older people and disabled people/equality groups • Independent Chair • Sub group of Wider Planning for an Ageing Population • Interim report • Wider consultation • Final report Adaptations Working Group

  4. ISSUES • Complexity • Multiple delivery arrangements • Tenure differences • Local authority & Health Board differences • Boundaries • Housing/social care • Major /minor adaptations/equipment • Increasing demand • Housing supply Adaptations Working Group

  5. CORE PRINCIPLES • Control for the individual • Focus on prevention and enablement • Fairness, reliability and consistency in assessment • Fair access to financial and other support – anti-poverty • Understandable systems maximising ability to make choices Adaptations Working Group

  6. STREAMLINING CHANGES • Information and advice • Planning ahead • Self-help and self-referral • Design • Maintenance and replacement • Links to repairs • Recycling of adaptations • Procurement Adaptations Working Group

  7. OPTIONS FOR CHANGE • Organisation and funding? • Local housing authority • Health and social care • The individual seeking the adaptation Adaptations Working Group

  8. LOCAL HOUSING AUTHORITY • Strategic responsibility with housing • Consistent framework across tenures • Options for ‘one stop shops’ BUT • Doesn’t ensure a holistic view across spectrum of care and support • Doesn’t tackle boundary with social care (minor adaptations and equipment) • Retains boundary (in most cases) between assessment (OTs) and delivery Adaptations Working Group

  9. HEALTH AND SOCIAL CARE • Integration of adult health and social care • Part of overall system of care and support • Funding from integrated budgets • Could be organised via one stop shop BUT • Unlikely to achieve consistency in delivery arrangements • May channel people unnecessarily into social care system • Separation of responsibilities for housing adaptations and repairs Adaptations Working Group

  10. THE INDIVIDUAL • Places the individual at the centre of the process with control • Single system of eligibility and funding • Personal budgets, grants and loans BUT • Support would be required to help people navigate the process • Possible issues with maintenance and replacement of adaptations Adaptations Working Group

  11. CONSULTATION • Available at: http://www.scotland.gov.uk/Topics/Built-Environment/Housing/access/ROOPH/ADWG • Closing date: 27 July 2012 Adaptations Working Group
