Linking Management Effectiveness to Categories • Caracas WPC defined issue - management effectiveness task force • > 5000 assessments in 80 countries using 40 systems and 2000 indicators • Indicators distilled to a minimum set (25) for a global data base • Uptake by NGOs, donors, governments • CBD calls for 30% of protected areas to have effectiveness evaluations by 2010 • Training underway
A Range of Evaluations • Whole system – is the national system of protected areas effective at conserving biodiversity (Finland, Korea) • Site assessment • PA design • PA management systems • Biodiversity and other outcomes
Management Effectiveness and Management Response • Any management effectiveness rating needs to be useful and valued • Issues of “naming and shaming” • Need clarity on attribution of negative results – wars, large-scale ecological change such as N deposition • Good argument for increased resourcing

Management Effectiveness and Certification • Drivers – World Heritage and CBD • Who would be the “market”? Tourism, Governments, donors, public (but who pays?) • 180 worldwide tourism labels already • Some potential in tourism industry • Require clear minimum baselines to be useful • Categories are a tourism brand and brands need protecting • Question the connection between effectiveness and visitor experience/tourism • Question of funding and role of IUCN as certifying body
Data Issues for Management Effectiveness • Can data from the SSC Red List be used? – 41000 species (threats, ranges, trends) • SSC data planned to be used as part of the Biodiversity Indicator Partnership for 2010 CBD report. • Use red list species as focal species in effectiveness frameworks. • Link to WDPA
Capacity Issues • For many countries resourcing will be necessary to be involved in any kind of management effectiveness assessment • IUCN guidance is very flexible • Diversity of tools available – WWF Rapid Assessment, “How is Your MPA Doing” • Management effectiveness implies the ability/capacity to adaptively manage
Management Effectiveness and Category Guidelines • Explicitly not part of 1994 Guidelines but considerable interest since then • If biodiversity is the common goal of all categories (first amongst equals), there is a need to focus on biodiversity outcomes • Linkage as a way to identify paper parks • Research opportunities – to answer conservation effectiveness by category
Points of Agreement • Effectiveness should not determine category but clearly there is a place for linkage • Need to consider political implications - • Most effectiveness criteria will to common across categories but there will be some unique – sustainability issues in Category 6 are a challenge • Flexible systems are available now
