The Journey Begins • How many of us have a good relationship with our Defense Security Representatives? • Everyone should have raised their hands! • Why? Both have a large investment in the industrial security program and their ability to successfully work with each other!
Partnering“The Real Key To Success” • A good working relationship with DSS at all levels is a MUST! • It requires an ardent effort from both the contractor and DSS • Successful partnering is based upon • Honesty • Leadership • Core Skills • Compatibility
Partnering“The Real Key To Success” • Both the contractor and DSS have a vested interest in building a “solid” industrial security program! • Makes it easier to ask for and authorize approvals! • AISSP Self-Approval process • Closed Area approval authority • Designated Government Representative status • Helps DSS and the FSO meet their personal and departmental goals and objectives • Highest inspection rating possible • Recognition for the FSO, company and DSS Representative • Helps the FSO meet his companies meet their business objectives
Good Times and Bad • The relationship will not always be without its “road bumps” • Must work through all aspects of the partnership to ensure the results are mutual and they ensure that classified materials are properly safeguarded • Both DSS and the contractors must AGREE TO DISAGREE • It establishes a respectful, healthy, honest and trusting relationship • It is a “give and take” relationship • DO NOT KEEP SCORE! • It isn’t who wins or looses in this relationship • It is that we protect our nations SECRET’s and more importantly the war fighter!
Developing The Partnership • Every FSO and DSS representative are different so there is no set way to establish and nurture a partnership! • Like an y relationship and involves giving and taking! • Start by discussing the goals, objectives and expectations of the FSO/ DSS…..personal and professional • Security Review process and ratings • Approval process • Compliance issues • Inspections • Self-Inspections • Reporting requirements • Special emphasis items • How to contact each other • Where each of you want to be in the relationship • Cogswell winners • Just passing security reviews
Developing The Partnership • Discuss the DSS chain of command for your area • Who is the Regional Director • Who is the Field Office Chief • Identity of other DSS Representatives in the area • Discuss your chain of command • Discuss “best practices “ and past short comings
Security“A Value Added Organization” • Develop a leadership role with the company senior executive • Must show that security can help meet the companies business objectives while complying with the NISPOM • Early insertion into new programs • Not seriously affecting • Cost • Schedule • Performance

Mentoring • Mentoring is the transfer knowledge from someone who has mastered a task and passes it on to a lesser experienced person • We can all mentor someone • Pass on our skills as a Subject Matter Expert • Doesn’t have to be inside our immediate companies • Transcends beyond our competitive nature and helps our industry and keeps our nations “SECRETS” secure!
Mentoring • We can all be a mentee • Helps us grow professionally • Allows us to be more flexible on the job • Makes us more competitive for new jobs and/or promotions
Tips For The New FSO • Don’t make a lot of major changes when you assume the duties • Issues that would require changes would be in DSS and Self-Inspection reports • Meet with your senior leadership and subordinates to reaffirm your Departments policies, goals, objectives and philosophy • Be a customer service organization • The customer MAY be right as long as what they want complies with security requirements
Tips For The New FSO • Meet your DSS representative and establish a partnership • Establish a relationship with other FSOs in the area • Learn about the local DSS policies • Learn about local area inspection findings • Learn about other company’s “Best practices” • After you get an idea of how the organization works THEN consider making changes • To ensure compliance • To ensure efficiency, timeliness and consistency
