Active ageing in the framework of the EES Brdo, 14 - 16 May 2008
The demographic challenge Low birth-rates + longer life expectancy ageing of population Forecast: - 20 million workers in 2030 (“ceteris paribus”) Implications on social systems, pensions, healthcare
The response of the EES • Fixing targets on employment rate of older workers • Improving health status and quality at work • Increase participation in training and lifelong learning • Taxation, pension reforms, removing disincentives
2. Improve quality at work • Promoting new forms of work organisation • Adaptation of time schedules to older workers’ needs • Improving security and health in the workplace
3. Increase participation in learning • Older workers’ participation in lifelong learning is very low • Important effort to make in order - to improve their skills, - to develop their potential and employment prospects - to facilitate their adaptation to changes
4. Taxation • Measures and incentives to work • Removing disincentives for workers to work longer and discouragin early retirement • Reform of tax, pensions and benefits systems in a way favourable to the employment of older workers.
