What is the DCIP? • District Comprehensive Improvement Plan • Required of all districts in New York State designated as Focus Districts beginning with the 2012-13 school year • A one-year blueprint that must detail ways to improve instruction and address the needs of Priority and Focus Schools • Must outline recommendations/rationale, measurable goals, and specific activities to achieve those goals
What must be used to develop the DCIP? • Diagnostic Tool for School & District Effectiveness (DTSDE) Rubric • Used as part of a diagnostic review that measures the effectiveness of school/district practices and provides comprehensive evidence of educational practices that is used to drive the creation of SCEPs/DCIP • The only DTSDE District Review final report for BPS was conducted in December 2012 • Results from the latest DTSDE District Review (May 19-22) most likely will not be completed in time to be utilized for the 2014-15 DCIP
What will be used to develop the DCIP? • NYSED feedback on the 2013-14 DCIP (received May 14) • 2013-18 Strategic Plan • Distinguished Educator Action Plan • District and school-level data • e.g. graduation rate, attendance/suspension reports, DTSDE school review data • Race to the Top Metrics and Expectations • Common Core State Standards (CCSS) • Data-Driven Inquiry (DDI) • Annual Professional Performance Review (APPR)

2014-15 DCIP • Commissioner’s April 14 letter approving Educational Partnership Organization (EPO) renewals required draft EPO SCEPs/DCIP to be submitted by June 1 for feedback • On May 23, NYSED informed the district that no EPO SCEPs were required since all EPO schools will have approved SIG applications/continuing applications • 2014-15 DCIP template released April 28, 2014 • NYSED DCIP Webinar held May 13, 2014 • 2013-14 DCIP feedback released May 14, 2014 • DCIP Due to SED by July 31, 2014 • Recently released 2013-14 DCIP feedback should be considered • Commissioner to provide guidance
2014-15 DCIP • The 2014-15 DCIP must be developed in Excel • There are many tabs for general and financial information • The “DCIP Overview” tab includes the information that would previously have been included in the opening narrative • There is 1 tab for each Statement of Practice • For the DCIP, all Tenet 1 tabs must be utilized; for Tenets 2-6, only the first tab must be utilized (the additional Statement of Practice tabs are for SCEPs)
Recommendations, Goals & Activities • Goals must be driven by specific recommendations or rationale, such as DTSDE recommendations and district data • Recommendations and rationale must be identified for each Statement of Practice • Goals should be measurable, align with the DTSDE rubric, and identify a way to increase student achievement and support Priority and Focus Schools • Activities must be specific and align with and identify the respective goal
