Introduction to PBM • What is PBM? • PBM is an Atlas module that facilitates the budgeting and allocation process. • Why PBM? • EB has mandated UNDP,UNICEF and UNFPA towards an integrated and harmonised approach, moving from current input budgeting to results based budgeting (RBB). PBM is a required step in the direction of ensuring systems’ support to RBB
Introduction to PBM • Why PBM • Corporate Standard Tool, (part of ATLAS) • Facilitates budgets preparation in a RBB format by functions • Simplifies and enhances budgeting & allocation process (scenario budgeting, download from HCM, upload to KK, etc)

One corporate system (Atlas PBM) used in over 140 CO (PBM replace excel sheet) PBM supports RBB Linkage to Human Resource – Position Management Position data already populated from HCM with proforma costs. Facilitates Scenario Analysis/Versioning Facilitates automatics upload of budgets into Atlas KK Supports role-based hierarchical approval (Preparer vs Reviewer) Advantages of PBM

Functionalities – Roles PBM has three different roles: • Budget Coordinator • Budget Preparer • Budget Review • Budget Coordinator – IT related functions (creating users, seeding module, IT support) • Budget Preparer • Creates budgets • Creates scenarios • Submits budgets • Budget Reviewer • Review budgets • Accepts or rejects budgets
