Groundwater rights outside one mile of the river have been excluded. • The EIS is complete. Water rights along Columbia River tributaries and backwater areas are excluded. • 2007 estimates: The 2006 figures for water rights within the Columbia River Program were based on a broader scope. The area Ecology initially looked at was every Section within one mile of the Columbia or Lower Snake Rivers, including backwaters and tributaries. 2006 estimates: • 7,137 water rights within the Program (8 million ac-ft demand) • 458 new applications (383,000 ac-ft demand) • 378 change documents • 370 interruptible water rights • 390 water rights to meter to achieve 90% of use • 4,039 water rights within the Program (6.5 million ac-ft demand) • 335 new applications (~282,000 ac-ft demand) • 280 change documents • 350 interruptible water rights • 298 water rights to meter to achieve 90% of use
