  2. Overview • CEP is a 4-year reimbursement option for eligible high-poverty districts and/or schools • Minimum of 40% Identified students in year prior to implementation • Serve breakfast and lunch • Cover with non-Federal funds any cost difference

  3. Benefits • No applications; no verification process • Reduces chance of overt identification • Universal feeding program • Pilot states report that in 2 years had • 13% increase in school lunch participation • 25% increase in school breakfast participation • May continue for 4 years

Who are Identified Students? • Direct Certified by EED Food Stamps - TANF - Foster • Homeless (certified via homeless coordinator) • Runaway (certified via runaway coordinator) • Migrant (certified via migrant coordinator) • Head Start (certified via Head Start coordinator) • FDPIR (certified via FDPIR coordinator) Cannot include self-reporting on Income Eligibility Application

Claiming Process Identified Students x 1.6 to establish rate Example 1 Identified students = 55.6% 55.6% x 1.6 = 88.96% 88.96% of all meals served are reimbursed at the free rate 11.04% of all meals served are reimbursed at the paid rate Example 2 Identified students = 40% 40% x 1.6% = 64% 64% of all meals served are reimbursed at the free rate 36% of all meals served are reimbursed at the paid rate (claiming rate may be adjusted annually by USDA)

  6. Grouping • Schools may be partnered so that a schools with low rate of identified students may participate if combined with a high rate of identified students Schools retain individual “enhanced” rate, cannot apply grouped rate to qualify for other programs.

  7. Why 1.6% • USDA estimates for every 10 children identified based on eligibility, another 6 are eligible based on income eligibility applications

  9. How to Prepare • Benefit Issuance Document • DC, Migrant, Foster, Homeless, Runaway • Separated by site • Assess feasibility • Calculate estimate • Talk to your Title I Coordinator

  10. How to Apply • Application available on our website • Apply as a district, individual sites, or groups of sites • Maintain records reflecting eligibility for entire duration of CEP plus 3 years (7 years total)

Application - Agreement • The LEA agrees to serve all children in the participating school(s) free breakfasts and free lunches for four successive school years. • The LEA must have a percentage of enrolled students who were Identified Students as of April 1 of the year prior to participating in CEP that is greater than or equal to 40% and maintain all documentation to support this number. • The LEA agrees to pay, from sources other than Federal funds, the costs of serving breakfast and lunches that are in excess of the Federal assistance received, including Federal cash reimbursement. • The LEA agrees not to collect free and reduced price applications from households in participating schools during the period of participation in CEP. • The LEA agrees to maintain a total count of breakfasts and lunches served daily. • The LEA agrees to abide by all requirements for applying and administering CEP as stated in Section 104(a) of the Healthy, Hunger Free Kids Act of 2010 amended section 11(a)(1) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1759(a)(a)).
