History • Healthy, Hunger-Free Kids Act of 2010 • Provides an alternative to household applications for free and reduced price meals • Offers all students breakfast and lunch meals at no costs • Applies to high poverty sponsors and schools • Piloted 3 years in 11 states • Nation wide implementation July 1, 2014 Oregon Department of Education Child Nutrition Programs
Benefits of CEP • Simplify access to child nutrition programs • Reduce burden for LEA and households
Requirements for Participation • Have a minimum percentage (≥ 40%) of identified students in the school year prior to implementing CEP • Serve breakfast and lunch at no charge to all students for 4 years • Count total breakfasts and total lunches served to students daily • No household applications for free and reduced price meals Oregon Department of Education Child Nutrition Programs
Election and Eligibility Criteria • Sponsors may elect the Provision for: • all district schools • a group of schools or • an individual school • Eligible school or group of schools must have an identified student percentage of at least 40% by April 1st of the school year prior to implementing CEP. • Sponsors are required to submit by August 31 to begin CEP in the SY beginning July 1. • Election is a Sponsor level decision but requires approval from ODE CNP. Identified Students • Students certified for FREE meal benefits by: • Direct Certification • Homeless, Runaway list • Migrant list • Foster, by documentation other than meal application • Headstart or Even Start list • SNAP letter • Administrator applications for non-applicant • Percentage • (Count of Identified Students/Membership ) x 100 Oregon Department of Education Child Nutrition Programs
Claiming Percentages • Identified student percentage multiplied by a factor of 1.6 equals the % of total meals reimbursed at the Federal free rate • The remaining % of total meals is reimbursed at the Federal paid rate • Any meal costs in excess of the total Federal reimbursement must be covered through non-Federal sources Oregon Department of Education Child Nutrition Programs
Where did the 1.6 come from? • Analysis showed that on average for every 10 identified students there were 6 more students certified based on income application. • Multiplying the identified student percentage by 1.6 approximates the free and reduced price percentage • Accepted as a substitute for a percentage based on actual counts • USDA may set the multiplier within a range of 1.3 to 1.6 Oregon Department of Education Child Nutrition Programs
Claiming Sample • Identified student count = 345 • Enrollment = 846 • Identified student percentage = 40.7 • Free claiming % 40.7 x 1.6 = 65.12 • Paid claiming % 100% - 65.12 = 34.88 • Identified Student Percentage of 62.5 = 100% Free (62.5 x 1.6 = 100%)
Notification Timeline • April 15 of each SY, • ODE CNP must notify Sponsors about their CEP district wide eligibility status and provide participation guidance • May 1 of each SY, • ODE CNP publishes lists of Sponsors and sites on website www.ode.state.or.us/go/cep • June 30 of each SY, • Sponsor notifies ODE CNP of CEP election Oregon Department of Education Child Nutrition Programs
Reporting for Other Programs • Claim percentage for Free is Proxy of Free and Reduced Price % Identified Student Percentage x Multiplier 1.6 • Title 1 - Use US DOE instruction • Erate – Use free and reduced price percentage from most recent year of standard counting and claiming • Report Card – 100% Free and Reduced Oregon Department of Education Child Nutrition Programs
Title 1 Allocations • Same allocation method for all district schools • School evaluated individually • Three available methods: • Direct Certification % only • Identified Student % times Multiplier • Identified Students plus Household income Survey
Allocation using Direct Certification • Direct Certification is a subset of eligible free and reduced student • Matches students in household receiving SNAP benefits with enrolled students • Directly certified students receive free meals

Allocating using Household income Survey • Qualified yes • Defeats benefit of reduced burden • Must use the same income guidelines • Confident that the survey data are accurate • May not use child nutrition program funds for survey processing • Survey must clearly say completion is not required by ED or USDA
