Assessment of ELL students under NCLB:Problems and Solutions
Problems with testing ELL Students • Unequal resources available • Rich schools/poor schools • Different starting point than non ELL peers • Need to make large strides to get caught up • Stride several subgroups • Socioeconomic, latino • Changing composition of the population • Proficient test out • Inconsistent LEF classification • Poorly designed tests
Flaws in Achievement Tests used with ELL Students • Norm-referenced test • Low reliability of tests • Language complexity of tests • Inability to test students in their L1 • Unrealistic expectations for AYP
Alternative Approaches • Clearly define the LEP based on relevant research • Develop new norm referenced tests • Use multiple measures to measure language proficiency, content achievement, and decision making • States should step up funding • Don’t become a test prep facility – Is this we are today?
Alternative Assessments • Do you use portfolios? Have you been given guidelines for this? • Do you feel you get adequate staff development to support students developing formative and summative assessments? • Does your school support the staff in building standardized classroom-based assessments?
