Measuring Impact How do colleges measure learner voice? The starting point for colleges should be to consider whythey support learner voice in the first place. It is easy to share practice and benchmark with others in terms of what you do and how you do it but it is why you do itthat will separate your practice from the rest. Developing a short statement is one way of clarifying your belief and purpose about what it is a college wishes to Learner Voice to achieve. It is something that could be included on the opening page of a learner involvement strategy.
WHY The college believes that engaging students with its key decision making processes and activities will develop these individuals as citizens. The college believes that students are at the heart of the education system and they should have the opportunity and platform to represent themselves and their peers through democratic processes. In your tables come up with a collective statement to feedback to the group.
Once you have established a collective, agreed understanding of why Learner Voice is important to your organisation , you can then consider how to distribute resources, time and activities in pursuit of your goal.
Engagement Strategy • Purpose • Why are you writing this strategy? • Aims & Objectives • Clear & concise goals for the strategy • embed learner involvement at all levels within the college • have student-led structures that are professionally supported • Scope • How will you work towards the goal/vision? • All students individually and collectively have an entitlement to participate in the ‘co-production’ of their college experience through the following mechanisms…
Who, Where, How? How will you reach them? Where are they? Who are your students? (Habermas’ Public Sphere)
KPI’s and standards can provide an evidence base to analyse whether a college has achieved their goal for great Learner Voice Practice. At the very least it will indicate whether they are making meaningful progress towards a vision or goal, and can be used to identify gaps for improvement.
HOW and WHAT Here are some examples for ‘how’ colleges can measure student engagement, and ‘what’ these mechanisms can achieve in terms of providing KPI’s.
The Learner Voice Quality Framework. Driving quality and standards in learner voice to help providers, learner voice practitioners and students’ unions understand the impact that it has in adding value for students and informing the strategic direction of the college, and ultimately the FE sector as a whole.
Learner Voice Quality Framework The Learner Voice Quality Framework (LVQF) seeks to measure the impact of learner voice practices within FE colleges and providers. It does this through evaluating the mechanisms and day-to-day practice against a set of sector-agreed benchmarks, providing a qualitative assessment of the impact that learner voice is having within the provider.
LVQF – The Process Providers are asked to submit a Learner Voice Impact Statement to an online LVQF portal. (Every Provider will have a personalised access point to the online portal) Providers are asked to submit evidence for the mechanisms they use to create the desired impact: Learner Led Approaches College Led Approaches Citizenship and Enrichment Resource and Commitment A trained assessment team of Learner Voice Practitioners assess the evidence against a criteria of: Working Towards Good Very Good Outstanding
LVQF – The Process 4. The LVP assessment team will make a recommendation to an expert panel consisting of: Students NUS Relevant sector organisations Government officials 5. The Panel will meet annually to make their assessment and award colleges based on this assessment. 6. The trained LVP assessment team will be informed of the decision and draw up a reportfor the provider, outlining the result and future recommendations. 7. The process starts again for the following year.
