Aims of the project • To enable councils to take full advantage of e-procurement by the target date of 2005 • To raise the profile of procurement in all councils • An e-procurement toolkit • A programme of local authority experience sharing • Standards, and products tailored to reflect local authority requirements

Change Management • Strong focus on Local Authority experiences of Change Management • Papers providing guidance on a range of Change Management subjects, with a specific focus on the areas relating to e-procurement implementation • Case Studies extracting lessons learnt from a range of Authorities who have undertaken different approaches to Change Management • Scenarios examining the Change issues and incorporating possible courses of action

  11. What are the drivers for working collaboratively on e-procurement? Drivers: Central government • Funding incentives, National Procurement Strategy • Priority Service Outcomes Internal necessity • Smaller councils limited procurement spend/budget/ resources/skills

There are benefits to both councils and their suppliers • Benefits to councils: • Leverage spend • Economies of scale • Share experience, effort, resources, cost • Standardisation • E.g. processes, documents, specifications, product catalogues • Opportunities for further collaboration on procurement • Benefits to suppliers: • New business opportunities • Larger contracts • Reduced cost / easier to trade with councils • E.g. Groups of councils may show a single face to businesses
