  5. 1. Education will regain its place in the top five of domestic policy priorities

  6. 2. Standards-based reform will begin to be discarded as the framework for education policy at federal level

  7. The federal foot print in education policy will be reduced in ESEA reauthorization

  8. 4. The tension between equity and excellence in education policy making will swing like a pendulum

  9. 5. Measuring quality will continue to stump policy makers and researchers
