National Grid is committed to assisting our customers comply with Energy Benchmarking We recognize the wisdom of energy benchmarking and its direct linkage to promoting energy efficiency We’re committed to helping our customers comply with Energy Benchmarking local laws and ordinances We also recognize the concerns and challenges of providing energy data 2

Protecting Customer Privacy J Here’s how we’re addressing some of the challenges & concerns of providing Benchmarked Data to our customers • Protecting Customer Privacy and ensuring Data Confidentiality are concerns for Tenants, Building Owners, and our Regulators • We recognize our obligation to ensure confidentiality and have developed a process and data tool to protect our customers’ data privacy • Our Benchmarking tool allows us to aggregate or “mask” Whole Building Data such that it cannot be traced to a single customer • National Grid requires individual customer consent to disclose energy consumption data in buildings with fewer than 4 utility accounts or one tenant uses greater than 50% of the energy (by fuel type) • We also require Third Party Agents acting on behalf of property owners to obtain written authorization from building owners to release historical consumption usage and billing information

We have established two primary ways for customers to request Whole Building Benchmarking data from us Email: Dedicated e-mail addresses and mailboxes for each Benchmarking law/ordinance: e-mailed in .csv, .xslx, or PDF format Call Center: National Grid's Customer Assistances also provide customers with the ability to request energy usage data 4

Some Observations and Takeaways The data from Energy Benchmarking once analyzed provides a wealth of actionable information and intelligence and surprises as well For example , in NYC, older buildings tend to use less energy than newer ones. Buildings over 80 years old are almost 30 percent lower than the average EUI and retrofitted buildings between 41 and 60 years old have significantly lower EUIs While a small, but growing number, of Building Owners are interested in energy benchmarking there are still many who view it as just another burden – we all need to do more to help make customers see the real benefits of benchmarking “ …if they didn’t order me to do this I wouldn’t be doing it!” Energy Benchmarking alone is not enough Benchmarking needs to be paired with programs/ordinances that encourage/mandate building audits and targeted efficiency improvements to drive the right behaviors The utility data sources for Benchmarking data Utility Customer/Billing Systems are often not up to the challenge in meeting current & future data needs Many of these systems are 20-30+ years old and are not easily programmed – Investment is needed to update systems to meet changing needs and provide customers with the information they need and want 5
