6th Framework Programme NMP - 2nd Calls Integrated Projects for SMEs Hervé Péro, Christophe Lesniak DG Research
SME dedicated actions in FP6 Duration Thematic Priorities IPs for SMEs Collective CRAFT Ambition
CRAFT project size € 0,5 to 2 Million 1 to 2 year duration participation of individual SMEs dedicated to specific RTD and innovation needs covers the whole field of science and technology
Collective Research project size € 2 to 5 Million 2 to 3 year duration participation of industrial associations / groupings of SMEs dedicated to specific RTD, innovation and training needs covers the whole field of science and technology
To support integrated research activities on Nanotechnologies, Materials, Production processes, instruments, devices and applications for many sectors... Towards Knowledge-based Enterprises ! Thematic priority 3€ 1.300 million
Transition towards knowledge-based society & sustainable development From resource-based to knowledge-based Promote real breakthroughs not incremental research Integrated approach covering production & consumption patterns Integration of education & skills development Overall approach and objectives
(a) Participation of SMEs (b) SME dedicated modules / tasks (c) Dedicated calls for IP for SME SME dedicated activities in NMP General objective: At least 15% of the funding to be allocated to SMEs
IP, STREP SMEs with RTD capacities are encouraged to participate in the core research activities - SMEs should be well represented (a) Participation of SMEs All instruments SMEs from a wide spectrum are encouraged to participate(eg. to perform dedicated tasks such as requirement analyses and validation)
NoE Tasks to be developed answering to the objective of “spreading excellence”. The networks are to bridge to SME communities as future users of the research. (b) SME dedicated modules/tasks IP Modules to be set-up for dissemination to SMEs, for training of SMEs, for technology transfer etc.
(c) Dedicated call IP-SME Project must be clearly led by SMEswith RTD capacities (SMEs have the decision making vote) for SMEs Transformation and modernisation of SME intensive traditional industries (Large participation of SMEs)
IP-SME (1) Objectives Real transformation of Traditional Industry Clear and Quantified Deliverables and Integration… … across Technical Areas Design, life-cycle aspects, Full supply chain, Materials, Processes, Maintenance, repair, etc... … across Activities from basic research Technology transfer Benchmarking to dissemination and training… 50% EC Funds … among Participants and funding bodies governments, assocations, high-tech SMEs, SME-industry, research organisations, etc.
Clear objectives providing high-tech SMEs an opportunity to have a leading and decisive role in an integrated research project serving the needs of more traditional, SME intensive industrial sectors leading to radical innovation to the concerned sectors at EU level supporting sustainable developmentand eco-innovation IP-SMEs (2)
Partnership and Ownership SMEs are expected to participate in substantial numbers. At least 50% of the Consortium members should be an SME The ownership of the results should be in the full interest of the participating SMEs and for the benefit of SME intensive industrial communities IP-SME (3)
Management and Coordination SMEs should have the majority vote in the decision making structure of the project Pragmatic management structure adopted to the nature of the project SMEs are leading and encouraged to steer as much coordination tasks as appropriate. Coordinator does not need to be an SME IP-SME (4)
Size and Duration Generally smaller than other IPs With budget of 80 Million, 15 proposals maximum are expected to be funded. Duration recommended of a maximum of 4 years Compared to CRAFT & Collective research projects should be more ambitious, have longer term focus and a larger budget IP-SME (5)
Priority 3 approach 2 stage submission & evaluation Stage 1 proposal is an outline proposal with a maximum of 20 pages using a font with minimal point size 12 mainly addressing a reduced set of criteria (relevance, potential impact and S/T excellence however since there are specific criteria for an IP-SME it is also important that the role of the SMEs are described as well (management, consortium) Evaluation procedure (1)
Stage 1: 3 criteria - min threshold 12/15 Relevance to call 3/5 Potential impact 3/5 S & T excellence 4/5 Quality of the consortium 3/5 Quality of the management 3/5 Mobilisation of the resources 3/5 Stage 2: all 6 criteria –minimum threshold 24/30 Same criteria common for all priorities Evaluation procedure (2)
IPs “Stage 1”: Title page (1 page) Title, acronym, participants Confidential summary (1 page) Objectives, appropriateness of IP, impact, partnership Relevance to call (3 pages) Addressing objectives of WP - see specific “bullet point” Potential Impact (4 pages) Suitably ambitious; optimal use of results; clear added value at EU level S/T excellence (10 pages) Clearly defined objectives and S/T activities; clear progress beyond State of the Art Budget breakdown (1 page) Requested community contribution broken down by types of activities( research, demonstration, management, …) Go/No go - but must score 12 out of 15 Evaluation procedure (3) 20 pages strict maximum
Call FP6-2003-NMP-SME-3 Launch: December 2003 Closing date: March 2, 2004 (1st stage); June 22, 2004 (2nd stage) Indicative budget: 80 M€ (15 projects) Priority areas: 3.4.3.1-3 “support to the development of new knowledge based added value products and services in traditional industries”3.4.3.3-1 “support to the development of new knowledge-based and sustainable processes and eco-innovation” IP-SME (6)
