IARC Review – Positive Outcomes • Focus on “Occupational Exposure” • Inadequate Evidence re. Straight Run • Recognized “air rectified” as Distinct • Exposures Declining Over Time • Industry-sponsored Research Respected • No “Environmental” Concerns Identified • Clear separation from coal tar • Natural bitumen outside scope of review • Application temperature recognized as factor
2nd Edition – under revision • IS-230; 2nd Edition • Under revision • Expanded sections on oxidation, additives, crude sources • Expanded references • Available in print and PDF format since March 2011 • AI or Eurobitume’s websites
NBTC Progress • Yellow: agencies & suppliers • Brown: agencies only • Green: suppliers only • Grey: opportunity!
EPIC 2014 - 2015 Experiential Participatory Image-driven Connective 2014 – 2105 Class forming • 3 of 4 facility tours • Elective options • Writing assignment • Group project • Graduation Spring 2015
Burn First Responder Safety! • US Burn Center research – 2011-2013 • Focus on first aid, first responder actions • Workplace posters, wallet cards • Medical paper headed to peer reviewed journal

Binder Spec Database Recently Enhanced as Well • New and Improved Format • Completed for all 50 States (3 mb pdf files) • More uniform template across all States • PG Testing on Page 1 • PG+ Testing on Page 2 • Grey out tests that are not required • Easier to maintain, better aesthetics and utility • Vastly improved footnoting
Best Practices forConstructing and Specifying HMA Longitudinal JointsA Cooperative Effort betweenAsphalt Institute & FHWA
Longitudinal Joints are Still a Challenge for Many Agencies. Photo by James Scherocman, P.E
Some States have more challenges than others! Alaska
“Is Oklahoma satisfied with the long-term performance of your HMA Longitudinal Joints?” Question? If the Answer is NO or not totally; then – What can you do as an Agency? What can you do as a Contractor/Industry? What can you do as a Equipment Manufacturer? What can you do as a Researcher?
The Weakest Link: Poor Joint Performance is an Agency and Industry Concern

Create Greater Awareness Improve Specs by Agencies Increase use of Innovative techniques, equipment, and materials Improve practices by Contractors Overall Improved LJ Performance Fewer incidences of shortened pavement life Expected Products or Outcome: • Explain the WHY! • Encourage CHANGE!
PA Story on Longitudinal Joint Density Article in NAPA’s magazine, Asphalt Pavement, Sept/Oct 2012 http://www.nxtbook.com/nxtbooks/naylor/NAPS0512 • Increasing density was viewed as key • 2007 - began measuring joint density • 2008 - method spec. of best practices • 2008 and 2009 - continued gathering data on joints • 2010 - New joint density specification. Transition year with no bonuses or penalties. • 2011-2014 – bonuses and penalties on joint density
PA Joint Density Spec Highlights • Both type of LJs allowed (butt or notch wedge) • Joint Lot = 12,500’. Core every 2,500’. 5 cores per lot. • Core location • For Butt: directly over visible joint • For Notch Wedge: middle of wedge • Percent Within Limits (PWL) • Incentive starts at 80% PWL • Disincentive at <50% PWL • Lower Specification Limit • 2010-2013: 89% TMD • 2014: 90% TMD • Corrective action for < 88% TMD
PA: Impact on Lot Payment Summary +$5,000 -$10,000 Disincentive Incentive No Pay Adjustment 0 50 80 100 PWL
PA: How Did it Work? 162 94.0% 91.6% 2013 167 91.4% 93.9%
PA: Statewide Pay Impacts Since New Joint Density Spec (2011 - 2013) 2011 - $261,625 in bonuses - $99,216 in penalties 2012 - $468,300 in bonuses - $62,976 in penalties 2013 - $588,247 in bonuses - $24,720 in penalties
PA: Corrective Action Lots with avg. density <88% Gmm require corrective action Contractor must seal the joint with PG 64-22 at no cost to Department 10 lots required corrective action in 2011
