Purpose of Briefing • To advise on how the National Parking Guidelines will be applied in the NCR in concert with DND’s DAOD 1004-0 and 1004-1 • To explain the implications

Key Concepts • DND MOR (Minimum Operational Requirements) • Crown Vehicles • Shift Workers • Visitor/Client Parking (where no commercial lot is available or convenient) • Limited Mobility (DND only, other GoC Departments do not include) • DND Operational Parking • Security Concerns (obtain under OI or restrict to DND employees only) • DND will offer this parking to DND personnel / CF members at location at FMV (Fair Market Value) • Other • Defined as all other parking not included in the above • Where available will be offered to DND personnel / CF members at location at FMV
By April 1, 2010 • DND will charge FMV for all other and operational parking (where available) to DND/CF • Introduce a revised point value system whereby all requesters are able to apply for and be allocated parking on a fair and equitable basis • Dec. 15/09, all current shield-holders and all other requesters will be required to reapply for parking based on the new-point system • Cyclical review will be done every fall after APS for reassignment • Parking will be managed, where applicable, by third party with direction from DSISSS
Parking Committees • Treat the NCR as one and have one Parking Committee, • Parking Committee should consist of representation from the following groups: • Union • Building Seniors • CF members • DND employees • DSISSS • The proposed way-forward applies to both custodial and non-custodial space
Implications • Rate change to most locations • Permanent mobility limited do not pay • Pay directly to third party vice payroll deduction • Yearly review at all locations for allocation and every 2 years for rates • Department aligned with GoC
Way-Forward • Any response to Union concerns will be via HR (Civ) • Notification to all building seniors – location specific • NCR wide communications to all employees • Minimum 90 day notice to all employees before any changes are made that may effect them
