What is beneficial use? • Utilizing dredged sediments as resource materials in productive ways Nationally • Engineered uses – beach nourishment • Agricultural and product – replace topsoil, industrial fill • Environmental enhancement – habitat restoration Louisiana • Coastal restoration and protection

  4. Why is it important? Most readily available source of sediment come from maintenance dredging for navigation projects: • Largest maintenance dredging program nationwide • 10 navigation channels/2800 miles of waterways • 70 to 90 million cubic yards annually • It’s being dredged anyway

  6. Why is it important? There is reasonable potential to use about 45 million cubic yards beneficially every year = 10 square miles marsh/year

Partner in cost-shared projects • Continuing Authorities Program – 11 projects • CWPPRA – 2 projects • Louisiana Coastal Area, Beneficial Use – $100 M Partner with contributed funds • Coastal Impact Assistance Program – $23 M • Surplus Budget Funds – 2 projects • Oyster Lease Acquisition and Compensation Program (OLACP)

Challenges • Logistics • Commitment to navigation interest • Sediment characteristics • Environmental windows • Lack of funds for disposal facility construction • Sea conditions • Federal standard • The dredged material disposal alternative or alternatives identified by the Corps which represent the least costly alternative(s) consistent with sound engineering practices and meeting the environmental standards established by the 404 (b) (1) evaluation process or ocean dumping criteria 33 CFR Parts 209, 335-338

What are we doing about it? • Beneficial Use Summit, March 14, 2008 • Interagency Beneficial Use Work Group • Identify short term partnering opportunities • 10 sites identified and prioritized • Corps policy - disposal site containment (PGL 47) • OLACP Long term Goal: beneficial use projects on the shelf and ready to be built
