Grants with Private Sector in India • Principal Recipient – Population Foundation of India • Public – NGO – Private sector Partnership PFI led consortium of NGO/private sector, working with the National Program • Approved Grants of US $ 48 million • Through 2 grants of HIV/AIDS – Rd 4 & 6 • Strengths: • Good coordination with National Program • Adherence to ‘Three Ones Principle’ • Performance Ratings by CCM/GFATM - good

CCM - Mandate • Proposal Preparation: • Transparent inclusive process to develop, review, document and submit a CCP to the GFATM • Proposals may be for 3 diseases or Cross- Cutting or HSS • Oversight of the Programs • Oversee the implementation and Review periodic progress • Evaluation of the Programs • Evaluation of the Principal Recipients • Encourage PR to respond to the CCM • Submit Request for continued funding (performance based) • Approve major changes such as reprogramming

12. Role of Private Sector in India-CCM • Advocacy – Enhance private sector participation in co- financing of grants • Proposal Development – Increased participation in development of Proposals – anticipated in Round 8 • Implementation – Through Public Private Partnerships – Ongoing through Round 4 and Round 6

Challenges – Private Sector Involvement in CCM • Overall representation limited -6% • Large corporations and Fortune 1000 companies not a part of the CCM • Large unorganized private sector– lack of representation in the CCM • No work plan to mobilize this large sector for greater involvement in the CCM • Representatives in the CCM may lack capacity for coaching interested parties/organizations to participate in the CCM

14. The Way Ahead….. • Need for effective representation of Private sector in the CCM • Need to provide Business approach and Management Principles to improve functioning of CCM • CCM must encourage Private sector partnering with Public sector in Implementation to ensure sustainability • Optimize the fund raising potential from individuals/organizations, within their constituency • ICCM Secretariat – Private sector can provide operational support to CCM Secretariat
