Spirit programs are one of the most traditional, visible and recognizable groups in a high school. And we are charged with providing leadership to maintain this traditions in a reasonable and safe manner by educating and minimizing risk. We are also charged with the ever challenging task of being ambassadors for sportsmanship through education and modeling. This spirit rules book encompasses mandatory rules for cheer (sideline and competitive), dance, drill, poms and flag teams. The rules book is written with the philosophy that interscholastic programs supplement the secondary curriculum. As we face the difficult task to provide rules at a national level – we also have to keep in mind that the NFHS has a sound process in place to write rules for interscholastic sports and activities. Here is an overview of the process. 8. 2009 NFHS Survey According to a recent NFHS survey there are over 400,000 individuals participating in high school cheerleading. To understand how significant our rules our lets look at the number of participants the rules reach. This first of its kind comprehensive survey measured the number of participants (freshman through senior) 18,922 NFHS member high schools in the 50 states and District of Columbia. This number included both sideline and competition cheerleaders. (113,980 student are involved in competitive programs in the 2007-08 survey. The 400,000 number is a more accurate number in which is needed when tracking cheerleading injuries. 10. Rule 2 – 4 – 7 h Spotting
“Triple-Base Swedish Fall” was added to the list of exceptions in rule 2-4-7 which requires a spotter for all stunts in which the supporting arm(s) of the base(s) is(are) fully extended above the head. New Rule: For all cradle dismounts. The flyer must not hold props (signs, etc.) that are made of solid material and have corners or sharp edges.

Interpretation: As with basket tosses, the double twist to a cradle cannot be done on a basketball court, unless the stunt is done on an appropriate mat. This random sample of 100 high school cheerleading programs across the US will provide the NFHS with date which can be used to drive future rule adjustments. This study is being completed through the NFHS partnership with Dr. Dawn Comstock at Ohio State University.
