  5. Synod Church Synod as defined by the Constitution: • Church Synod represents both the unity and the diversity of the congregations, offices and ministries. It is called to collectively develop objectives of the ELCSA (N-T). Together with the Bishop and Church Council it has ultimate responsibility for life and the ministry within the ELCSA (N-T). • Synod members are not bound by orders or instructions. Key Tasks • Lead church through theme • Church Synod has the right to pass laws. • Consider Proposals • Consider Reports • Elect office bearers who lead and manage church between Synods

Constitution BASIC ARTICLE The Evangelical Lutheran Church in Southern Africa (N-T) is based on the Gospel of Jesus Christ, as revealed in the Holy Scriptures of the Old and New Testaments as the sole guide of faith, doctrine and life. Together with other Christian Churches in the world it confesses its faith in the Triune God through the early Christian Creeds. As regards doctrine and life it subscribes to the Evangelical Lutheran Confessions, as set out in all the confessional writings of the Evangelical Lutheran Church, especially the Augsburg Confession of 1530 and the Small Catechism of Dr. Martin Luther. Commission (1) The ELCSA (N-T) shall serve the Gospel of Jesus Christ through Word and Sacrament, promote brotherly fellowship in prayer and discipleship of Jesus Christ, fulfil the Great Commission, bear public witness, live a life of charity and promote Christian upbringing and education. (2) All individual members of the Church and all Church office bearers are responsible for adhering to true doctrine and for the proper and contemporary fulfilment of the calling of the Church. (3) Its particular concern is to secure spiritual care for all persons who, by virtue of their confession and heritage, fall within its sphere of responsibility in so far as such persons are prepared to subscribe to the confession of the Church and abide by its regulations.

Congregational Code • Rules on Elections and Procedures • Election of Bishop • Election of Synod Members • Election of Congregation Council Members • Rules and Procedure of Church Council • Rules of Procedure of Church Synod • Rules of Procedure of Pastors’ Convention • Order of Church Life • Purpose of Law • Legal entities in this world complying with the legal requirements of the country • Law defines the purpose and structure of the Church and Congregations • Synod is highest and final legal structure in the church • Law sets the minimum standard – Jesus sets the highest standard in the Sermon of the Mount • Law was restructured to give effect to efficient governance

Elections • Principles • 6 year term • Maximum 2 terms – across all positions in church - renewal • Staggered to ensure continuity • Priesthood of all believers – lay members equal or more than ordained • First meeting of Synod period (2017) • President of Synod and Synod Council • Treasurer • Ordained Member of Church Council • Second meeting of Synod period (2019) • Lay member of Church Council • Lay member of Circuit Council • Third meeting of Synod period (2021) • Bishop • Deputy to the Bishop

Procedures of synod • Preparations meetings introduced to limit the extent of the legal and financial tasks, shorten Synod and create extensive space for theme and direction • Rules of Procedure of Church Synod • Please inform secretary of Synod Council if you cannot attend a session • All motions, with the exception of motions on points of order, must be submitted in writing. • Independent may be submitted during the session by any member of Synod. The motion must be seconded by at least five members of Synod. • Dependent motions may be put by any member of Synod. Motions must be seconded. • Speaker List – President invites speakers to form que behind microphones • Motions on points of order may be raised outside the sequence of speakers. • After this debate has been concluded a vote on the complete motion shall be taken. • A motion shall be framed in such a manner, that it can be answered with "Yes" or "No". Questions are to be put in the affirmative. • The President shall direct in which order the motions will be put to the vote. In principle the motion which has the widest effect shall be put to the vote first. • Voting shall be by a show of hands - PINK YES and BLUE NO • Elections • Nominations Committee conduct the elections • Nominations close session before elections • Elections are by secret ballot. • Candidates who have received more than half of the votes cast shall be declared to have been elected. • Those candidates who obtain the next highest number of votes during the final ballot shall be declared to be deputies.

  11. Procedures of synod Committees: • Formulating Committee: • Stella Cockburn, Frank Schütte, Dankwart Wittenberg (convenor), and Tshinyi • Nomination Committee: • Annette Pfeifer co-ordinator. Carmen Westermeyer, KarstenHinze, Anna Gumbie, Christian Nottmeier • Legal Committee: • HeinoKüsel. Udo Lütge. 3rd person to be suggested after final registration • IT: HMB to be responsible. Minutes: • Liselotte Knocklein • Supported by Secretaries of Synod Council • Church Council will issue draft miuntes to Synod Members after next Church Council Meeting and within 30 days • Church Council confirms minutes after feedback from Synod members • Church Council will issue minutes to members of Synod and Circuit Councils Logistics • Seating arrangement: Delegates sit at tables where group discussions also take place. • Deliberately arranged to experience diversity of church • Church Council member chairs – please appoint person to note key points and provide feedback if requested • Reports are sent out and regarded as read. • Documentation is provided electronically only. • Copy of Laws available on website or from Liselotte Knocklein
