Program Status • Initial Capabilities Document (ICD) • Analysis of Alternatives (Dec 05) • Milestone A (Apr 06) • Capability Development Document (CDD) • In JCIDS staffing as of 31 Jul 06 • Performance Specification development • In development concurrent with CDD • Industry Day – 13 Sep 06 • Milestone B/DD&C Award - 2QFY08
Acquisition Constraints • Cost is a KPP • Lead ship acquisition cost capped at $210M, follow ships at $170M (FY08 dollars) • Commercial, non-developmental acquisition • Single platform design to support all services • Lead ship award NLT 2QFY08 • JHSV is not a combatant & will be built to commercial survivability standards • JHSV weight sensitive … added ‘features’ detract from overall performance
JHSV Capabilities • Austere port access • Mobility – speed, range, payload • Mission Operating Environment • Minimal manning • Habitability support for crew and mission personnel • Mission Deck and Cargo Handling to support combat ready troops and equipment • Aviation support
JHSV Capabilities • Crew-served weapons/Self-defense • Command & Control • At least Open Architecture Computing Environment (OACE) level 3 • Refueling at sea • 20-year service life
Requirements Overview • Ship size … design to ensure austere port access • Length less than 450 ft • Panamax • Navigation Draft less than 15 ft • Draft includes thrusters (if provided) • Mobility - Speed, Range, and Payload • Loaded … Transport at least 600 st of cargo, 1200 nm at 35 knots (average speed) without refueling in SS3 • Unloaded … Transit at least 4700 nm at 25 knots (average speed) without refueling • Cargo includes embarked personnel and their equipment; any mission specific equipment (with mission equipment related stores)
Top Level Requirements • Operating Environment • Operate in SS5 • Survive at best speed/heading in SS7 • Air temps of 10 – 105 degree (F), relative humidity 50%
Manning and Habitability • Crew … design to minimize crewing requirement, maximum of 37 • Dedicated berthing area for mixed gender crew • Seating - 312 passengers for 96 hours • Some seats may be removable to make room for temporary berths • Mission Berthing – 150 passengers for at least 14 days • Up to 30 berths may be temporary and installed in place of some seating • Galley and Mess area • Support seating 60 people at a time • Short term feeding may use tray pack rations, long term require fresh meals
Mission Deck • At least 20,000 sqft usable area • Minimum 12,000 sqft in aft portion of mission deck must have at least 15’6” overhead clearance • Capable of handling military vehicles including M1A2 tank, MTVR truck, Expeditionary Fighting Vehicle (EFV), 20 foot containers (TEUs) • Designed to minimize onload/offload times (traffic patterns, obstructions, turning lanes) • Services • Mission module stations (power, LAN) • Service Panels (potable water, LP air) • Tie downs • Air recirculation
Cargo Handling • Ramp • Capable of supporting M1A2 tank • Capable of offloading astern through 40 degrees to one side • Capable of offloading M1A2 to lighterage (RRDF) in SS1 • Rapid deployment (5 min) and retraction (10 min) • Move 27k pounds between mission deck and flight deck • Move 40k pounds between pier and mission deck • Launch and recover boats up to 40 feet long • Not necessarily a dedicated system • Launch 2nd boat within 40 minutes of launching initial boat • Limited capability to move 40k TEUs around mission deck
Aviation Support • Single-spot flight deck for at least H-60/H-1 • NAVAIR certification for Level 1, Class 2 • Day/night, instrumented landing with full service, no maintenance • Limited refueling capability for aircraft • 18,000 gallons stowage; 1000 gallons service • Parking area adjacent to flight deck for at least (1) H-60 (T) • Enclosed stowage area not required
