What are Quality Indicators? Quality Indicators
Quality Indicators in Assistive Technology Initiated in the Fall of 1998 A grass roots effort Validated by hundreds of practitioners and consumers Validated by research in 2004 Facilitated by the QIAT Leadership Team
Purpose of QIAT Improve quality of services by providing a systematic way of planning, developing, and delivering AT devices and services Increase consistency of services by providing consistent, clearly understood descriptions of quality AT services Support implementation IDEA and other legal mandates
Beneficiaries of QIAT School districts - quality AT services Individual service providers - continuous improvement Consumers and families - integrated AT services Universities - competent service providers Policy-makers - judicious policy
Primary QIAT Tools Indicators in 8 areas Intent statements Common errors Innovation configuration matrix (ICM) in each area Based on the Program Evaluation Standards by the Joint Committee on Standards for Educational Evaluation and Taking Charge of Change by Hord, Rutherford, Huling-Austin, and Hall.
QIAT INDICATOR AREAS Consideration Assessment AT in the IEP Implementation Evaluation of Effectiveness Transition Administrative Support Professional Development
Matrix • Provides clear, operational terms for implementing an innovation • Identifies the components of an innovation • Identifies a number of possible variations that might be observed in implementation • Identifies ideal practice and the variations considered acceptable

IQ-AT Reuse Indicators of Quality for AT Reuse
Purpose • The IQ-ATR indicators define promising practices in ten key categories that contribute to building a successful, sustainable program. • Online Program Assessment Tool - walks the user through a straightforward evaluation of the program’s progress toward implementation of the promising practices. • If the program does not meet all key indicators in a category, the results page provides references to relevant content in the Pass It On Center Knowledge Base or links to other helpful Internet sites.
IQ-ATR INDICATOR AREAS • Organizational Structure and Governance • Sustainability • Program Operations • User Services • Management • Human Resources • Marketing • Accounting • Supplier and Manufacturing Relationships • Emergency Preparedness
IQ-ATR FORMAT Quality Indicators Rationale Key Factors for Considerations 14
IQ-ATR - Indicator 3.10 Sanitization of Donated Equipment The program has written sanitization procedures based on sound medical or scientific practice and that are consistent with the manufacturer’s recommendations for the sanitization of equipment. Rationale: Sanitization minimizes the risk of infection for workers and customers. Key Factors for Consideration: Donations are sanitized using: • Device-specific, written procedures • Tools, chemicals and processes that are consistent with the manufacturer’s instructions • A work area that has adequate plumbing and air handling facilities • Workers who have received training in the use of the tools, supplies and techniques to sanitize the devices properly
Assistive Technology Device Demonstration and Device Loan: Quality Indicators
Definitions Device Demonstration Compare the features and benefits of a particular AT device or category of devices for an individual or small group of individuals. The purpose of the demonstration is to enable a consumer to make an informed choice. Device Loan Short term loans in which a consumer can borrow an AT device for a period of time. The purpose of the loan may assist a consumer in decision making, to serve as a loaner while the consumer is waiting for device repair or funding, to provide an accommodation on a short term basis, or other purposes.
Purpose • To be used as a self-assessment tool for programs to identify specific areas in need of improvement for program planning. • To increase consistency of services among Statewide AT Act Programs. • To assist Statewide AT Act Programs with effective implementation of the AT Act requirements.
What QIs are NOT intended to do: Will NOT be used in monitoring by the Rehabilitation Services Administration (RSA) Debunking the myth
Debunking the myth What QIs CAN do: • Assist with program improvement and planning as QIs are aligned with legal mandates and RSA monitoring • Increase consistency of services between and within state programs • Increase program ability to be a good fiscal steward • Increase sharing between programs • Provide targeted resources to be used for TA • Increase benefits to consumers 20
Process Development • Creation and revision of indicators • Identification of key considerations Validation • Wide distribution – input from field
status • Format modified from the original adapted QIAT matrices • New format similar to the IQ-AT Reuse (Indicators of Quality for AT Reuse) • Workgroup formed for device loan • Work proceeded with teleconferences and face-to-face meeting in February 2010
Next Steps Development • Complete edits for the Assistive Technology Device Loan Quality Indicators • Revisit Device Demonstration Quality Indicators based on edits to Device Loan Quality Indicators Validation • Share draft Indicators with AT Act program audiences and wider audiences to validate indicators • Revise as needed
DEVICE DEMONSTRATION AREAS • Area A – Statewideness and Comprehensiveness • Area B – Access to Quality Technology • Area C - Conduct of Effective Demonstrations • Area D – Appropriate Comprehensive Referrals
DEVICE LOAN AREAS • Area A – Statewideness and Comprehensiveness • Area B – Program Operations • Area C – Inventory • Area D – Support for Borrowers • Area E – Program Evaluation
Small Group Work • Divide into groups of 6 people • Choose a scribe • Choose a facilitator/timer • Choose a presenter • Choose an area in which you would like to work
GROUND RULES Contribute actively Honor contributions of others Allow everyone to contribute Be a good listener Allow for differences and find common ground
Your Task • You will have one hour • Review the indicators, intent statements and key considerations in your area of choice • Provide input using a different index card for each indicator • Write the area and indicator number at the top of each card • Prepare to present input to large group
LARGE GROUP WORK Small groups report out Provide input on index cards Use a different index card for each indicator Write name of indicator and number at the top of the index card
