The Problem • Currently there is no uniform method for hospitals to notify Public Health programs on the birth of a baby • A Notification of birth (NoB) would provide an accurate denominator for each Public Health program to carry out its mission • Without an NoB, and thus an accurate denominator, care may not be delivered and morbidity or mortality may increase.

The Problem • A NoB would ensure that no baby is “lost” to proper care • A Notification of Birth is a starting point for generating documents such as the Vital Records’ Birth Certificate • This NoB proposal is a solution to the problem by providing a mechanism to convey a notification of a birth from the birthing facility to divergent public health programs

Use Case • A baby is born at a hospital • Hospital uses NoB to inform • State Newborn Screening –Newborn Bloodspot Screening (NBS), Critical Congenital Cyanotic Heart Disease and Early Hearing Detection and Intervention (EHDI) Programs • If a baby’s screening is missed or the data are not entered, the program staff has an accurate count of births and can respond promptly. • State Immunization Registry • State Vital Records Registration Program • NoB is the preliminary record for the baby that can be used in matching numbers from completed birth certificates for a hospital • This ensures every baby receives care mandated by law, or rule.

  5. Proposed Standards & Systems • We will examine existing IHE profiles to select those applicable to the NoB profile. The following standards may apply: • IHE PIX and PDQ profiles for demographic information • PCC Care Management Technical Framework for managing clinical guidelines • QRPH Technical Framework Supplements for data guidelines • HL7 V2 ADT messages • There is no existing standard

Discussion • Since we are planning on leveraging existing Profiles, we do not envision major work. • We are proposing new Actors and Transactions but no new Content. • We believe that we should be able to reuse the existing profile work done at IHE. This will facilitate the development of this profile and will bridge the gap that currently exists amongst different IHE profiles. • Proposed editors – Anna Orlova, Nitin Kunte, Terese Finitzo, Lori Reed-Fourquet
