NREGA -basic issues both on Demand & Supply side… 1 2 3 4 5 Less demand due to long payment cycle, experience at banks very poor, BC model not in place, no ATMs… Less demand also due to exclusion of women due to social reasons, separate works directory for women with easier works not available… No effective mechanism to capture demand, concept of Rs.14.2k earning not pushed through… Supply side - very less capacity builing of Rozgar Sevaks, TAs, Pradhans and Secretary, very ineffective monitoring mechanisms at Blocks… Supply side - Work Flow and Fund Flow is tedious and cumbersome for GPs & Line Departments, Convergence not fully explored… Suggested Solution – Model projects esp New Sanctioned works & Process improvements!!!

Execution… Outcome... • 800k female mandays if target achieved... • 21 Crore spend with 60:40 maintained... • 40k MT organic manure..fillip to Organic farming...Agricultural and Animal waste effectively utilised... • 3 Compost units for every Vermi-compost unit to maintain 60:40 at GP level... • Target of 10k Vermi units and 30k Compost units by year end... • Demand generated for NREGA among farmer households...

Tie-up with banks… Outcome... • Unit Cost for 10+1 – 49K, Capital Subsidy of 25%, SCs-33.33%... • No margin money, no deductions, EMI less than Rs.900 per month, Loan Camps at blocks, free insurance... • First year incremental income easily above 35k per beneficiary... • 2.5 Crore spend achieved...14k female mandays achieved... • Barbari breed to be promoted...

Process Improvements… 2 5 1 3 4 Rozgar Sevaks rating system implemented…DPC to be able to suspend Rozgar Sevak…per manday pay… Reducing payment cycle via auto pyt processing, Rozgar sevaks as BCs, separate works directory for women…. Tracking Field staff through Audio Conferencing system, Smart Block systems… Faster fund management with across the table decisions and deadlines at DRDA, Block to Block transfer to be allowed… Mandal level labour rate fixing, separate IEC fund, relaxation on 60:40 ratio on certain works, new works to be included incldg all agricultural work, maint work etc… 11/18/2014 11

  12. 4 Point Agenda.. • Ending Open Defecation – • Create atleast 50k Toilets & plan for 200k toilets in 3 years • Campaign comprehensively with hard hitting IEC twds ODF district • 20 Lakh female mandays this year (30 Crore spend) - • Model project works will generate 15 lakh mandays • Other works to generate 5 lakh mandays RD Targets for the FY… • Supplement Incomes for BPL population - • 5k families to be linked for goat keeping, 1k families for poultry • Create a federation for Diary farmers, converge NREGA, SGSY, Animal Husbandy etc • Skill Development - • To train & place atleast 5k BPL boys and girls • To form atleast 500 new groups in livelihoods, train them and link them with markets

Interventions under the NBA Programme... 2 5 1 3 4 Workshop of all Gram Pradhans on 24th July…Block level trainings thru UNICEF Consultant for staff… Programme launched on 2nd Oct with a ‘Nari Swabhiman Yatra’… Hard hitting Nukkad Nataks were organised in 142 places.. 300 Trained students went door to door in 103 villages distributing literature and getting people to swear to end OD… Panchayat funds used for School toilets renovation and construction of MDM shed…

Challenges under the NBA Programme... 2 5 1 3 4 To maintain 60:40 ratio at GP level, if 50 toilets created 150K other labour-oriented work needs to be prepared… Absence of hard hitting mass IEC Campaign… Rs.10k at current SOR not enough, amount needs to be district specific… There is lot of scope for scaling up by tie-up with banks through low interest bearing financial linkage at district credit plan level, guidelines to allow for it… Penal provisions for non-use and for non NBA familes, need law for enforcement…
