Redesign IPC homepage

This ongoing project involves the redesign of the IPC homepage in English and French, with Spanish coming soon. The subsequent pages will be updated gradually from the old IPC homepage to the new one, including previous editions 1-7 and prepub. The redesign will integrate term searching and TACSY, link to IPC homepage guide, and include other classifications. Further enhancements will involve links to other language versions (RU, UA) and other databases (DEPATIS). Feedback, translations, and suggestions are welcome.
