  39. Challenges: • From the LGU’s end: • Lack of knowledge on “How to” • Competing Priorities • Behavioural Changes such as segregation wastes takes a little while to fully trickle down to households level

  40. Challenges: • From the ECA team: • Implementation Methodology needs further fine-tuning • Volunteers need further capacity building • Time for consolidation and analysis of results given that team members do this only on a part-time basis

  41. Way forward • Institutionalization • Working with congress and office of ombudsman to provide long-term financial mechanism for full-time ECA team • Involving more partners (MOA) • Capacity Building: Training on the methodology • Legal recourse for those non-compliant towns
