Introduction • CANACINTRA’sparticipation,throughthevicepresidency of theNorth-Pacificregion, isrootedin President’s Enrique Peña Nieto decision to fostertheintegration of Mexico, U.S. andCanadawithintheTrans-PacificPartnership (TPP) context.
2013-2018NationalDevelopment Plan Purpose: ProsperousMexicoTo startthesustainabledevelopment of productivity • Adequateinfrastructurisneededtogetheralongwithstrategicaccessthatencourageseconomiccompetition and allowsgreater capital, supply and knowledgeexchangeforindividuals and companiesthat can benefitfromit. • Encourage and support a protocolthatfacilitateshealthycompetitionbetweenbusinesses and thedevelopment of a modernpublicpolicywhichcontributes to fosteringtheeconomy and focusesoninnovation and development of strategicsectors.
2013-2018NationalDevelopmentPlan • Theinvestment in infrastructureis a keystrategyforMexicobecauseitrepresentsthemeans to generateeconomicdevelopment and increasecompetitiveness. The 2014-2018NationalInfrastructure Plan, in adherence to the 2013-2018 NationalDevelopment Plan, looks to integratethefunctionality of existing and new infrastracture in the country throughthecompletion of specificgoals in theareas of Communication, Transportation, Energy, Health, UrbanDevelopment, Housing and Tourismwiththeultimategoal of increasingMexico’scompetitiveness. In thiswaythe country can ensurethatopportunities of development are available in allregions to allsectors and communities.
CANACINTRA’sparticipation in thedevelopment of the Arizona-Sonora Megaregion • CANACINTRA has beenparticipating, throughthepresence of itsPresidentIng. Rodrigo Alpizar, in meetingsrelated to planning and design of infraestructureprojectsthathavethegoal of improvinglogisticalconditionsto increaseinternal and externaltrade.
ProposalBackground • OnApril 7, the regional North-Pacific meeting took place in thecity of Nogales. Duringthis meeting,CANACINTRA’sPresidentagreed to arrange a meeting withtheSecretary of NationalDefenceregardingtheQuerobabimilitarycheckpoint. • TheSecretaryof NationalDefencewasinvited to a meeting withCANACINTRA’sindustrymemberswiththepurpose of presentinghimthemainissuesconcerningthecheckpoint and identifyingpotentialsolutions.
ConsultationwithKey Stakeholders • OnJuly 5, 2014, theSecretary of NationalDefense, organized a meeting betweendifferentsecretarieswiththepurpose of discussingthemodernization of theQuerobabimilitarycheckpointtogetherwithSAGARPA’sSecretary and representativesfromotherbranches. • OnJuly 8, 2014, CANACINTRA’sPresident, invited SEDENA representatives to thecity of Obregón, to presenttheprogressonQuerobabi’smilitarycheckpointproject to allthepresidents of thedelegationsfrom Sonora and Sinaloa.
ConsultationwithKey Stakeholders • OnJuly 14, 2014, SEDENA’ssecretaryorganized a meeting withdifferentsecretaries to follow up withthemodernizationproject of theQuerobabimilitarycheckpoint. Duringthe meeting itwasagreed to welcomeperpectivesfromthemanufacturing sector. • OnJuly 21, 2014, theproposalto modernizetheQuerobabimilitarycheckpoint, led bySEDENA, wasputunderconsiderationbythemanufacturing sector.
Proposal to StakeholdersonJuly 21, 2014 1. Createstandarizedcriteriaforfreighttransportationforwhenproductsneed to be registered and alsospeed up theinspectionprocess. 2. Generate acommitmentwiththespecializedsectorsthatutilizefreighttransportation, wheretheyshouldinformwhatrequirementstheyhave to respect in regard to thedelivery of theirproducts, so this can be takenintoaccountduringtheregistrationprocess and at thecheckpoint. 3. Standarize, normalize and eventuallyapprovecriteriabetweendifferentgovernment agencies in thestates of Sonora, Sinaloa and Arizona. 4. Adjustthefacilities of the Nogales Sonora bordercrossinginto Arizona in order to continuewiththebenefitsgainedfromthespeeding up processachieved at theQuerobabimilitarycheckpoint.
Proposal of theQuerobabiMilitaryCheckpointModernization In order to reduce thewaiting time, sinceSeptember 2013, a regulation of “free crossingwithregistration” has beenimplemented; in accordancewiththosevehiclesthatalreadyhavecrossedthe “Gamma rays” withoutanyinconsistency.
