Standard Protocol for Non-Residential Lighting Efficiency Measures Regional Technical Forum Meeting July 17, 2012
Agenda • Introduction • Project status • Subcommittee Issues Addressed • Source data for wattage, existing and efficient case • Hours of operation defaults • Controls impacts • HVAC Interaction effects • Standard Protocol guidelines • Discussion
Introduction • RTF staff & consultants • Lighting subcommittee members
Project Status Review • Kick off meeting held - March 9th • Work plan developed – March 21st • Review memo distributed – April 20th • Draft protocols posted for review May 10th • Subcommittee discussion on Draft – May 16th • Revised Protocol posted – June 27nd • Lighting subcommittee review – July 3rd • Protocol update for Subcommittee – July 17th • Protocol to RTF for decision – August 21st
System Power • Fixture rated wattage from manufacturer spec sheets • Program administrator maintains a list of fixture wattages, based on: • Manufacturer spec sheets • DesignLights Consortium – solid state lighting • Energy Star • Efficient case wattage from manufacturer spec sheets • No provisional data collection required
Hours of Operation • Information collected to estimate lighting operating hours by space use type • Control schedules • Occupancy schedules, interviews • Alternative approach – prescribed list of operating hours by building type and space occupancy type • Provisional data collection required (trend logging of lighting and current)
Controls • Prescribed list of control savings by space & control type • Primary source – LBNL study • Secondary sources to fill study gaps • Programs with savings partially based on measured data • Provisional data collection required (trend logging of lighting and current)
HVAC Interactive Effects • Prescribed list • Source – regional resource planning factors used for Sixth Power Plan • Based on DOE2 simulations of proto-type buildings by climate zone and fuel • No provisional data collection required
Provisional Data Collection • Specific to operating hours and control impacts • Required until sufficient data collected to demonstrate reliability of savings estimates • Trend data collected • Lighting/current loggers • Sampling allowed within sites • Program sampling as per independent impact evaluation design
Protocol Calculator • Demonstrates protocol calculation methodology • Fixture wattage inputs • LPA inputs for code-impacted measures • Operating hour input from provisional data (hours of use and/or controls) or default operating hours • Default list of control savings
July 3 Subcommittee Issues • Define baselines clearly as per the Guidelines language of current practice and pre-conditions • Add custom measure language for defining baselines • Add lighting fixture data table to calculator (BPA list determined to be from mfg’s. data) • Provide RTF HVAC interaction by climate zone by building type and fuel
