  3. Statutory Changes • Add more entities • PRC regulated entities • Acequias • All political subdivisions • All Public Water Systems • No opposition to including any additional water users

Statutory Changes • Provide consistency • Support a template or specific criteria • Approval by governing body • Conservation • Planning • Rational planning document • Meaningful planning document • Necessary resources • No opposition to establishing template or criteria • No clear message as to how, statue, rules, policy?

  5. Statutory Changes • Increase time period • “Up to” 100 years • Mixed support • Seemly split between # of support and opposed • Not included with written comments • Prohibit condemned water right to be held unused • Not widely discussed but there was mixed support

  6. Statutory Summary • No opposition so far • Expanding covered entities to include all water users • Develop a “template” and specific required criteria for approval of holding water rights unused • No consensus on length of time

  7. Issues/Themes • The need for water planning • Outside of scope • Concern of hoarding and speculation • Taking more time may be OK
