  2. Safety and Emergency Information • The restrooms are located at the far end of the lobby outside of the security screening area. • In the event of an emergency, please calmly proceed out of the exits. There are four exits total. Two exits are in the rear and two exits are on either side of the public speakers area. • In the event of an emergency and the building needs to be evacuated, if you use the back exit, please head out through the courtyard and down the front stairs across McAllister. • If you use the side exits you will end up on Golden Gate Ave. Please proceed around the front of the building to Van Ness Ave and continue on down to the assembly point. • Our assembly point is between the War Memorial Building and the Opera Building (House) which is on Van Ness Ave, located between McAllister and Grove.

Public Comment Per Resolution ALJ-252, any member of the public who wishes to address the CPUC about matters before the Commission must sign up with the Public Advisor’s Office table before the meeting begins. If an individual has signed up using the electronic system on the Commission’s website, they must check in with the Public Advisor’s Office on the day of the meeting, by the sign-up deadline. Once called, each speaker has up to 3 minutes at the discretion of the Commission President, depending on the number of speakers the time limit may be reduced to 1 minute. A sign will be posted when 1 minute remains. A bell will ring when time has expired. At the end of the Public Comment Section, the Commission President will ask if there are any additional individuals who wish to speak. Individuals who wish to speak but did not sign up by the deadline, will be granted a maximum of one minute to make their comments. The following items are NOT subject to Public Comment: Item: 18 All items on the Closed Session Agenda

Regular Agenda – Energy Orders Item #31 [12039] San Diego Gas & Electric Company and Southern California Gas Company's General Rate Case Applications for Test Year 2012 A10-12-005, A10-12-006 - Related matters. Application of San Diego Gas & Electric Company for Authority, Among Other Things, to Increase Rates and Charges for Electric and Gas Service Effective on January 1, 2012. Ratesetting Comr. Ferron/ Judge Wong -------------------------------------------------------------------------------------------------------------------------------------------------------------------- • PROPOSED OUTCOME: • Authorizes San Diego Gas & Electric Company (SDG&E) a $1.733 billion revenue requirement for test year 2012 to operate and maintain its electric and natural gas delivery system. • Today's authorized revenue requirement is $115.907 million lower than SDG&E’s request of $1.849 billion. • Authorizes Southern California Gas Company (SoCalGas) a $1.959 billion revenue requirement for test year 2012 to operate and maintain its natural gas transmission, distribution, and gas storage systems. • Today’s authorized revenue requirement is $153.731 million lower than SoCalGas’ request of $2.112 billion. • Today’s authorized revenue requirements for both SDG&E and SoCalGas will ensure that there are sufficient funds for both utilities to comply with the recent federal pipeline inspection and maintenance requirements, and to comply with new environmental regulations. • Closes both proceedings. • SAFETY CONSIDERATIONS: • Provides the necessary funds for SDG&E and SoCalGas to maintain, replace, and improve its aging infrastructure, and to operate their respective utility systems in a manner which provides safe and reliable service to their customers. Today’s revenue requirements also provide the necessary funding to allow SDG&E and SoCalGas to inspect and maintain their natural gas transmission and distribution pipelines in accordance with federal pipeline requirements, and to lessen the danger of wildfires in SDG&E’s service territory by providing sufficient monies for tree trimming, brush removal, undergrounding of electric overhead facilities, and replacing wooden poles with metal poles. SDG&E and SoCalGas are also required to submit reports regarding their maintenance and capital improvements to their respective gas transmission, distribution, and storage systems. • ESTIMATED COST: • For SDG&E, an increase of $123.379 million over present rates. For an electric customer of SDG&E, it is expected that on September 1, 2013, a customer using 500 kilowatts hours per month (based on system average rates) will experience an increase of $9.95 per month, a 12.20% increase in the monthly electric rate. For an SDG&E gas customer using 33 therms of gas per month, it is estimated that on September 1, 2013, the customer’s gas rate will increase by about $3.55 per month, a 9.60% increase in the monthly gas rate. • For SoCalGas, an increase of $84.831million over present rates. For a SoCalGas customer using 38 therms of gas per month, it is estimated that on July 1, 2013, the customer’s gas rate will increase by about $1.94 per month, a 5% increase in the monthly gas rate.
