Control of Hazardous Energy Lockout/Tagout 29 CFR 1910.147
Electrical Hydraulic Pneumatic Kinetic Potential Thermal Chemical Radiation Lockout/tagout is a hazardous energy control program
Tagouts • Do not start • Do not open • Do not close • Do not energize
TAG LIMITATIONS • Tags are warning devices • Tags shall never be used in place of a lock
Affected Employee Authorized Employee Energized Energy Isolation Device Lockout Lockout Device Maintenance and/or servicing Tagout Tagout Device Lockout/tagout Definitions
Requirements for use of tags • Only those tags which have been approved by the Safety Department will be used • Tags are to be removed only by the authorized employee responsible for the tag with his or her name • Tags must be capable to withstand the environmental conditions of the workplace
Requirements for use of tags • Tags must be securely attached • Tagout device attachment means shall be non-reusable, attachable by hand, and self-locking with a minimum unlocking strength of no less than 50 pounds
ENERGY CONTROL PROCEDURES • Notification • Preparation for shutdown • Machine or equipment shutdown • Machine or equipment isolation • Applying lockout or tagout devices • Stored energy • Verification of isolation
Zero Energy State Procedure (ZESP) • Identification of the ZESP • Use of the ZESP to apply energy controls • Verify that no other energy sources exist • Perform required servicing or maintenance work • Release the energy controls
Release From Lockout or Tagout • Inspect the Work Area • Initial Employee Notification • Removal of Lockout or Tagout Devices • Final Employee Notification • Follow the machine or equipment specific startup procedures
OUTSIDE CONTRACTORS • Will be informed of hazardous energy control requirements • Will be expected to follow the same basic program • Will be required to document that they have been trained in standard lockout/tagout procedures • Provide each authorized employee with approved lockout/tagout devices
