  7. Who owns the site? • The city of Chicago heights does not own the property.

  8. Review of Records • Flintcoat Corporation operated a roofing materials plant and liquid products mill on the property until the year of 1958 when operation ceased. In 1989 Flintcoat deeded the property to action wrecking inc. They used the property for vehicle repair.

  9. Review of Records • In 1999 the Il Attorney General filed an action against Action Wrecking Inc. Charging numerous ILEPA violation existed on the property (99CH 7913).

  10. Review of Records • Presently the property is abandoned & without existing structures. It is open and access is unrestricted.

  11. Review of Records • If an access agreement can be obtained from representatives of Action Wrecking Inc. then such agreement will be negotiated.

  24. Descriptions of Structures, Roads, and Other Improvements • Remnant foundations were observed throughout the subject property

  26. Title Records • URS was not provided with title insurance reports for the subject property

  27. Environmental Liens Use Limitations • None were found

  28. Specialized Knowledge • None were found

  29. Owner, Site Manager, and Occupant Information • Value has not seen reduced do to environmental issues

  31. Other Information • E.S.A was requested in connection with potential future development of subject property

  32. Standard Environmental Records • URS Review the EDR database to evaluate whether activities on or near the subject property have the potential to create a REC on the subject property

  33. Additional Environmental Records • The goal of reviewing the database report is to identify facilities that have known and have documented environmental problems that may negatively impact the subject property.

  34. Historical Use • Historical documentation was available from 1897

  35. Aerial Photographs • The aerial photographs were reviewed to identify potential sources of visible contamination at the time the photographs were taken

  36. Topographic Maps • The topographic maps revealed the main structures on the eastern portion of the subject property were larger and two of the smaller structures were no longer present.

  37. Sanborn Fire Insurance Maps • Review of 1975 Sanborn maps revealed no major changes to the subject property or adjacent properties with the exception that an additional warehouse was added to the product warehouse on the subject property.

  38. City Directories • The subject property was listed in the 1991 and 1996 city directories as Genstar Roofing Products and was not listed in city directories.

  39. Methodology and Limiting Conditions • It was raining and it was 35 degrees Fahrenheit thus making it impassible due to mud

  40. Interior and Exterior Observations • The site was vacant at the time of reconnaissance

  41. Hazardous Substances and Petroleum Products • There have been seen on the sight abandon steel tanks, tanker trailer and miscellaneous gas cans were also found on the site.

  42. Underground/ Aboveground Storage Tanks • They have had reports of LUST in 1990.

  43. PCB-Containing and Hydraulic Equipment • Three pole-mounted transformers were observed at the northeast corner of the subject property

  44. Solid and Hazardous Wastes • As the subject property is currently vacant, no solid is currently generated. Scattered debris was observed throughout the subject property

  45. Drains and Sumps • No drains or swamps were observed

  46. Waste Water • No processes or sanitary water is generated on the site. Storm water infiltrates the subject property or flows to stomacher drains located in the adjacent streets

  47. Utilities • There are no active utilities on this site

  48. Wells • No wells were observed or reported on the site.

  49. Pits, Ponds, Lagoons • No pits, ponds, or lagoons were observed on the subject property during the property visit

  50. Other Physical Evidence of Contamination • There is no other evidence of physical evidence of contamination on the property during URS site reconnaissance with the exception of scattered debris.
