Total Place in Birmingham Principles of Third Sector Engagement
1: Engaging with Public Sector Priorities We must contribute to: • Discussion: are we agreed on the problem we’re trying to solve? • Service Innovation: what should the priorities be? • Service Design: what works best for our citizens & service users? • Service Delivery: comprehensive and client-focused methods of delivery • Service Scrutiny: what improvements need to happen, and how can we make them?
1: Engaging with Public Sector Priorities We can facilitate: • Collaborative Enquiry: what are service users saying – and not saying? • Service Savings: to deliver better services for less, don’t slice us – speak to us!
2: Building On What Works Make “joining-up” more than just a cliché: • Neighbourhood Management: support for local third sector activity & community empowerment • Commissioning: services that are better & smarter first, cheaper second
3: Mechanisms for Engagement These need to be created and supported – they won’t just “happen”. Existing opportunities: • Third Sector Assembly: thematic focus through the networks, with clear recommendations coming forward • Local Picture: community networks & groups, Neighbourhood Forums, Guide Neighbourhoods This requires: • Public Sector Commitment: meet us more than half-way. Cross-sector conversations leading to cross-sector solutions • Third Sector Commitment: don’t disengage – we need to be prepared to deliver tough messages, but we need to be here when the smoke clears
4: “Total Place” for the Third Sector? Being on the front foot with our own client-focused efficiencies: • Cuts: not a question of “if”, but “when”: how do we gear up, and how do we respond? • Collaboration: beyond winning contracts – needs to be as much about making savings, streamlining services, sharing overheads, supporting personalisation agenda • Mutual support: small grass-roots groups, volunteers, fledgling community organisations • New ways of working: make full use of communication channels – so everyone is involved • Lobbying and campaigning: never more crucial to: ADVOCATE – AGITATE - INNOVATE
NEXT STEPS: • Write-up & distribution of findings from today’s event • Feedback through Be Birmingham channels • Input into Total Place learning evaluation led by INLOGOV • Continue and strengthen the links into Total Place themes (& beyond) – ensure themes not represented today are committed to third sector • “Hot Topic” sessions for each Assembly Network to be arranged as soon as possible • CLEAR MESSAGE: We require specific and clear involvement of third sector at all levels – not optional, essential!
