The bill converting the CSSAC into a state university has been finally signed by the President, Gloria Macapagal Arroyo last October 12, 2009 under RA 9717. • With this development, the college is facing more challenges in terms of providing quality education that shall cater clients in the entire region. RATIONALE

  3. The challenges of the 21st century and the teaching and learning practices and the process of schooling are reinvented in order to prepare individuals to be technologically literate, critically thinking and an innovative workforce. RATIONALE

  4. Emerging technologies of distance learning can have a positive effect on the educational system if we recognize that change is a journey, not a blueprint and that the development of new skills, behaviors and beliefs is a complex process that must embrace the problems inherent in change. RATIONALE

  5. General Objective of the Study • The Central Bicol State University of Agriculture Graduate School for a distance education mode of teaching and learning in the MS and PhD Development Education programs

  6. Specific Objectives 1. Determine the CBSUA’s institutional capabilities for a distance education mode of teaching and learning for MS and PhD Development Education along: a) human resources –faculty and administrators in terms of knowledge skills b) physical resources in terms of building, equipment and facilities, learning resource center c) ICT based instructional materials; and d) Assessment instruments/tools for students and teachers in terms of teaching-learning process?

  7. Specific Objectives 2. Determine the characteristic features of the distance education for MS and PhD Development Education program as perceived by the students, faculty and administrators 3. Assess feasibility and sustainability of offering MS and PhD Development Education in a distance education mode of teaching and learning 4. Recommend measures to strengthen capabilities of the college to offer distance education
