What is banding? A new human resources system that affects the way we • classify • hire • pay • promote • evaluate
Why are we banding? • Office of State Personnel initiated this throughout state government • Current system outdated • Pay based on current market rates • Gives agency directors more pay flexibility • Reduce the number of job classes • More emphasis on career development
Why DDS as a pilot? • Self contained unit • Similar job functions w/in DDS • Well organized • Supportive management • Open to trying new things • Unique recruitment/retention needs
What’s in it for me? Career Banding has potential for … • Opportunities for pay increases without changing jobs • Pay raises based on increasing your competency level

What is a competency? • Skills, Knowledge, abilities that define how you perform as well as your potential to develop in your job • Competencies will be foundation for all HR decisions • Each competency has set of activities that define whether you are • Contributing (new, inexperienced) • Journey (experienced) • Advanced • Example: Analysis
Will the pilot affect my job? The pilot project … • Will likely NOT result in any pay increases • May result in a job title change when other human service jobs are banded (2006?) • Will likely not change job duties
What is the purpose of the pilot? • Test software that will help us • Validate draft competencies • Redefine interview questions • Help hire people who best fit the DDS Specialist jobs • Result in reduced turnover
What is the other purpose of the pilot? • To test Career Banding concepts: • Affirm what it takes to be a successful Specialist • Help us distinguish the 3 levels for each competency
How long will the pilot run? • December through February • Interview DDS employees one on one to identify job duties/activities • Survey all DDS Specialists to verify accuracy of identified job activities • Generate customized interview guides based on validated competencies
How much time will this take? • This orientation session - 1.5 hrs • Individual interviews with (10-12) staff - 1 hr • Surveys - 1 hr • Initial competency assessment – 1 hr • Mgr training – overview of competency assessment – 7 hrs • Targeted Selection – 8 hrs

One on one meetings With DDS Specialists December 2 – 9, 2004 HR enters job activities Into software December 9 – 22, 2004 Competency Questionnaires Sent out to all DDS Specialists January 4, 2005 Presentation to Managers December 1, 2004 HR Presents Report to DDS Sr. Mgmt Week of January 24, 2005 DDS Managers Trained in Targeted Selection February, 2005 Questionnaires due back to HR January 14, 2005 HR Analyzes data January 17 – 21, 2005 HR Designs Banded Class Structure and use of In-Range February, 2005 HR Designs Competency Assessment Process by March 2005 DDS Management Trained In Banding and Competency Assessment May 2005 DDS Career Banding Pilot Timeline
