Focus Groups Mar – Apr 2014 The Care Bill England Learning and Development Programme Focus Groups
Background • Care Bill reforms due to be implemented 2015/16 • Major implications for the adult social care workforce • National learning & development programme • Workforce capacity plan
Purpose and products • To ensure the care and support workforce has the skills and knowledge to deliver the changes: • An agreed framework (matrix) of learning and development needs • Alignment of existing principles, standards and qualifications frameworks • A comprehensive and quality assured learning and development programme, including a suite of free learning resources • Resources and ‘train the trainer’ style opportunities for learning providers/trainers
Approach • Make use of existing, fit for purpose, learning and development resources • Ensure any new resources are informed by best practice • Engage widely and work in partnership with key stakeholders • Ensure a high quality, consistent learning and development programme
Progress • Identification of the target workforce • Classification of the key areas for learning and development • Sector consultation: • On-line survey • Conference workshops • Focus groups • Engagement with key partners
Today’s focus group • Activity • You will be asked to discuss a series of questions • Your facilitator will take notes of the key things discussed and any comments or questions • Purpose • To check out the accuracy of the draft learning and development matrix and identify any gaps • Guidance • There are no right or wrong answers. We are not looking for consensus, just to hear your ideas
Learning and development needs matrix The purpose of the matrix is to identify what learning and development content should be developed and identifies: • The target workforce • Areas for learning and development • Level of new skills and knowledge needed for each job role
Questions for consultation • Has the target workforce been correctly and fully identified? • Have the areas for learning and development associated with the changes required by the Care Bill been correctly and fully identified? • Is the learning and development needs framework accurate and helpful? • Is anything significant missing?
