PIHL REALIGNMENT PLAN Objectives #1: Increase game competition • Decrease the number of lopsided games #2: Improve the on-ice product • Attract players to the opportunity to fairly and consistently compete against most teams #3: Place teams where they have potential to compete • Account for all factors influencing on-ice performance #4: Properly structure the Open Division • Varying stages of the “maturation process” #5: Minimize the human factor in team placement • Objective metrics rather than subjective opinions 7

PIHL REALIGNMENT PLAN Premise Traditional method for classifying HS sports = Enrollment Assumption of these other factors being roughly equal: • Access to facilities • Number of weekly practices and regular-season games • Funding for sufficient equipment to provide to players • Availability of qualified coaches • Access to school-provided transportation to practices/games • Minimal roadblocks for any student who wishes to participate in a scholastic sport 9
PIHL REALIGNMENT PLAN Premise The number of students = largest variable • A larger school = more good athletes • More good athletes = competition for playing time • Competition for playing time = accelerated development Therefore… • Like-sized schools = level playing field POTENTIAL TO COMPETE! 10
PIHL REALIGNMENT PLAN Premise Additional factors to consider for the sport of ice hockey: • Number of available hockey players within the district • Proximity of a rink (or multiple rinks) to the school • Quality/existence of amateur hockey programs in the school’s area • Number of JV, Middle School, and Developmental teams within a program • Money within the community to support the large expenses incurred by hockey players and programs • Socio-economic demographics of the school district • Amount of travel involved to play a full slate of games against other equivalently competitive teams • Natural local/regional rivalries that exist • Proximity of a private school with an established hockey program 11

PIHL REALIGNMENT PLAN Proposals #1: Apply the Competitive Formula to all pure teams • Calculated at conclusion of the season • Announced at the PIHL Annual Meeting • Pure teams aligned into 3 classifications based on formula • AAA consists of the teams ranked highest by the formula • AA has the next-highest ranked teams • A is comprised of the lowest-ranked teams 20
PIHL REALIGNMENT PLAN Proposals #2: Open Division redefined as Co-Op Division • Move all pure teams into appropriate classification • No pure teams permitted in Co-Op Division • Division shall only consist of co-op teams • A school with 15+ players in grades 9-12 must be pure • No program shall field a 2nd Varsity team in the Co-Op Division; JV Elite/Opt-in Division 21

PIHL REALIGNMENT PLAN Additional Considerations #1: Frequency of re-alignment • Competitive Formula changes annually • Enrollment numbers are published biannually • Likely need to re-align more frequently, at first • Means to achieve an accurate alignment #2: Number of teams in each classification • Even distribution, where possible • Example: If there are 60 pure teams, all classifications will have 20 teams • Fill lower classifications first, if not evenly divisible by 3 • Example: If there are 61 pure teams, AAA and AA will have 20 teams and A will have 21 teams 24

PIHL REALIGNMENT PLAN Additional Considerations #7: West Virginia teams • Pure WV teams eligible for Penguins Cup • Not eligible for PA State Final • If WV team wins Penguins Cup, the finalist from PA advances to the State Championship • Example: New Jersey teams are eligible for the Flyers Cup in Eastern PA • NJ team won the 2013 AA Flyers Cup, so the finalist advanced to states #8: Teams requesting a move into a higher classification • Example: Southwest High School is slotted into AA, but they would like to compete at AAA • Process for approving request • Option to move a team down • Offer based on ranking order • Maintain even distribution, where possible 27

Aren’t they going to beat us every year if our elite Single A teams end up in AA and our elite AA teams end up in AAA? ANSWER: Eastern PA is not strictly aligned on enrollment, as it is. AAA is larger private schools and opt-in public schools. AA and A are divided in half by enrollment. They also encompass multiple leagues. And a few facts… 34

PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: Why not account for a JV team’s recent record since those kids are going to be Varsity players? ANSWER: JV is still developmental, where winning should be secondary, at best. We do not want to place high value on winning at that level because of it’s affect on another level, especially when they currently play very imbalanced schedules. QUESTION FOR YOU: Which school’s JV football team won the WPIAL JV Championship this past fall? 36
PIHL REALIGNMENT PLAN Frequently Asked Questions QUESTION: Why does the Competitive Formula have to be so difficult? ANSWER: The first priority is to make the Competitive Formula accurate and useful, regardless of complexity. As a secondary consideration, it is wise to have the formula be unpredictable enough that no one can easily calculate what affect a win or loss in their final few games would have on their placement for next season. This helps avoid “sandbagging.” 37
