An LEP student is one who has documented limitations in his ability to understand, speak, read, and write in English. A language other than English is listed on the student’s Home Language Survey The student is tested with the W-APT test (usually in Kindergarten) to determine whether he or she is LEP An ESL student is one who has been classified as LEP and qualifies for service in the ESL program. Parents can choose to accept or waive ESL services for their students, which does not change the student’s LEP status. It is possible to have students who are LEP, but not ESL.
