What is at Stake for Alameda County • Alameda County receives ~60% of its revenue from Federal & State resources • Each person not counted equates to a loss of ~$1,000 in funding PER YEAR • Alameda County has 413,000 “Hard-to-Count” residents • If Alameda County undercounts by only 6%, we would lose $1 Billion over 10 years • Inaccurate data = inaccurate public policy decisions & funding allocations for 10 years • If California is significantly undercounted, we could lose a seat in Congress

Grant Overview • Alameda County seeks to fund organizations who can demonstrate the ability to conduct Census 2020 education and outreach to Hard-to-Count communities throughout Alameda County. • Grants range between $5,000 - $50,000. • Grant applications must specify which HTC populations the organization will promote Census participation in 2020. • In order to maximize resources, organizations should focus their efforts on the outreach they are best at conducting and rely on the County Census Office for materials, communication content, trainings, and technical assistance.
Analyzing your HTC population • 2 ways of approaching your work: • Where the targeted population lives • Use the California HTC Map https://census.ca.gov/htc-map/ • Where the targeted population accesses services • How do you determine that they are HTC?
Hard-To-Count Populations • Foreign born residents / Immigrants • People of color • Young children • Renters / Frequent movers • ‘Linguistically isolated’ households • Low-income households • Unhoused individuals • Large or overcrowded households • Senior citizens • People without high school degrees • People with disabilities • Households without a computer or internet access 26% of Alameda County is “Hard-to-Count”
Outreach Type • Field Outreach - Promote, educate, and direct outreach to targeted HTC populations to increase awareness and participation in the 2020 Census, examples include: hosting events, adopt a block, canvassing, etc. • Questionnaire Assistance Centers - Serve as a census hub and assist HTC community members in accessing, understanding, and completing the questionnaire • Language Access - Support the language access needs of the targeted HTC populations
Eligibility • Must have 501(c)(3) designation (or a fiscal sponsor) or be a governmental agency • Provide a completed W-9 form or be a current vendor • Serve Hard-to-Count communities in Alameda County • Provide a project plan, budget, and explanation of previous work in the Hard-to-Count community they intend to support through their project • Organizations that do not discriminate based on race, color, national origin, citizenship status, creed, religion, religious affiliation, age, gender, marital status, sexual orientation, gender identity, disability, veteran status, or any other protected status under applicable law
Proposal Evaluation Criteria • Outreach plan and activities are in alignment with the Alameda County Census Outreach Framework • Performance: Outreach yields Census completion • Outreach targeted within Alameda County’s Hardest-To-Count Census tracts • Achievable timeline from September 1, 2019 – August 1, 2020 • Organizational capacity • Established track record
Grantee Requirements • Attend the New Grantee Orientation & Census outreach training (Dates TBD) • Become a Census Messenger • Utilize informational materials provided by a County approved source • Provide language access • Track progress • Tools will be provided by Alameda County Census Office • Quantitative reporting
